Re: Conditional Use Permit of Mr. Carroll Smith
Gentlemen:
I have received a notice of the public hearing for a conditional use permit
for Mr. Carroll Smith. Since I live in Texas and will be unable' to attend the
hearing, I wish to have this letter attached as part of the record concerning
his application.
As owner of Tract 31, Graceland Acres Annex, of which the subject property
is contiguous to my property at the most northeastern corner of Tract 31, I object
to the proposed conditional use permit on the following grounds:
1) The presence of manufactured housing in this area,
2) the lack of public access to the particular area where the
doublewide mobile home is located, and
3) the current use of the mobile home as a residence without
benefit of city electricity, water or sewer.
The neighborhood in which this property is located is residential with custom-
built homes, and I feel the presence of mobile homes will have a depressing effect
on the property values in the neighborhood, and the image and character of the
neighborhood. There are presently no mobile homes or manufactured housing in the
area, and I feel if Mr. Smith's request is approved other similar units will soon
follow, detrimentially affecting the status of the neighborhood.
According to a personal inspection of the subject property by my sister,
Mrs. Daphna Bickerstaff, the subject property does not have public access to a
public road. The property is at the back end of a lot which fronts on 65th Street
and is quite a distance from 65th Street itself. The actual physical location of
the mobile home is fairly close to the common boundary between my property and
Mr. Smith's. The issue of public access was used in 1969 to deny my father,
Julius Scheidt, now deceased, approval for replatting Tracts 31 and 32 of Grace -
land Acres. Tract 32 is currently owned by my sister, Daphna Bickerstaff.
In August of 1969, my father proposed to replat Tracts 31 and 32. The minutes
of the Planning Commission meeting discussed the requirement of the commission for
my father to pave and dedicate a street running west off of Mabelvale Pike to pro-
vide access to the western portions of Tracts 31 and 32. Because of this require-
ment which would have entailed substantial expense, my father's proposed replat
was not pursued. I believe it is only fair that the same requirements of public
access be imposed upon all lots and tracts in this area.
My sister informs me that it appears the mobile home is already being lived in,
without the connections to city sewer systems, water, or electricity service. This
would seem to be in violation of city codes and zoning ordinances of Little Rock.
Why are persons being allowed to live in the mobile home before the Conditional
Use Permit has been heard before the Planning Commission?
For the above reasons, I respectfully request that the Conditional Use Permit
be denied. I would further request that the commission advise the residents of the
mobile home that they are in violation of Little Rock Ordinances and that the mobile
home be vacated and moved immediately.

Gentlemen:
As the owner of Tract 32, Graceland Acres Annes, I received notice
of the public hearing concerning a conditional use permit for Mr. Carroll
Smith. I wish to have this letter attached as part of the record con-
cerning his application. The subject property is contiguous to my prop-
erty at the north-western corner of Tract 32. I object to the proposed
conditional use permit on three grounds: (1) the presence of manufac-
tured housing in this area, (2) the lack of public access to the part-
ticulaar area where the doublewide mobile home is located, and (3) the
current use of the mobile home as a residence without benefit of city
power, water or sewer.
The neighborhood is which this property is located is residential

the commission advise the residents in the home that they are in viola-
tion of Little Rock ordinances and that the mobile home be vacated and

We would like to put a multisectional home meeting all City regulations on the property
of 6815 W. 65Th Street. I've lived here for thirty one years, we cannot afford
the price to build a house on the property, constructions cost are too high. We
would like to apply for a conditional use permit to hook up City utilities to the home.
We are tearing down a house that has stood there for over forty years. We have
landscaped an area for the home, we will extend the drive way twenty three feet
to the home. The house is compatible with all neighborhood homes and will have
a permanent foundation. If a permit is granted, we would like to start preparations
as soon as 'possible.
