On March 21, 1988, the Board granted the first extension of time. In the applicant's letter to the Board, it is stated that a fund raiser was held in order to secure the funds required for the work on the parking lot but, from the estimates received, the monies raised were short. Therefore, another fund raising event has been planned in order to secure the remaining amount for the work to be done. It is the applicant's intention to have another event within this year and is requesting an additional one year extension. STAFF RECOMMENDATION: Staff is recommending approval of the extension of time for a period of one year only. If additional time is needed past the one year, a return to the Board of Adjustment will be warranted. BOARD OF ADJUSTMENT ACTION: (April 17, 1989) Staff informed the Board that a letter had been received from the applicant requesting that this item be withdrawn. Also stated in the letter was a thank you to the Board for being so understanding and cooperative regarding this issue. A motion for withdrawal was made and passed by a vote of 7 ayes, 0 noes, 1 absent, 1 open position. First before the initial request can be addressed, the applicant has requested of the Board to allow for a waiver from the filing fee requirement. This request comes from Our House, a nonprofit organization, which provides assistance to homeless people by providing food and assisting them in finding employment. This request is not an unusual one, and according to the City Attorney one in which the Board can act on if they so see fit. Secondly, the applicant, Our House, is required through the Central Little Rock Ordinance to pave and stripe all areas used for parking. The applicant states that this organization operates on a limited budget and was not aware of this requirement when the initial operating budget for this year was adopted. Justification: When the initial operating_ budget was made this problem was not anticipated and we do not have any funds at this time to pave the area. The location of this site is at the corner of Louisiana and 9th Streets. The parking area is basically used by the Vista volunteers for pickup and deliveries of items. The area is gravelled with a nonexisting curb cut off Louisiana Street. On-site is an existing brick structure. If_ the improvements have not taken place after a period of one year, the applicant will be required to come back before the Board to get any additional extensions. STAFF RECOMMENDATION: Staff is recommending approval of the requested variance from the parking standards for one year with the understanding of the applicant that if at that time, the requirements cannot be met, he would then have to come back before the Board of Adjustment.
