3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT AGREEMENT WITH GARNAT ENGINEERING,
5 LLC, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED TWENTY-
6 FIVE THOUSAND DOLLARS ($125,000.00),FOR THE DESIGN OF COBB
7 STREET, FROM 29TH STREET TO 30TH STREET, AND ZION STREET,
8 FROM 29TH STREET TO 31ST STREET,IN THE CITY OF LITTLE ROCK,
9 ARKANSAS; AND FOR OTHER PURPOSES.

11 WHEREAS, Resolution No 15,524 (August 17, 2021), as adopted by the Little Rock Board of
12 Directors made a Nine Hundred Fifty Thousand Dollar($950,000.00)allocation of American Rescue Plan
13 Act(ARPA)Funds for development of Affordable Housing Projects;and,
14 WHEREAS, the Housing and Neighborhood Programs Department has identified Cobb Street, from
15 29" Street to 30th Street, and Zion Street, from 29" Street to 31St Street, as desirable developments for the
16 construction of new affordable housing; and,
17 WHEREAS, Garnat Engineering, LLC was selected for Professional Services under an Annual
18 Statement of Qualifications process, Bid No. 1625, to provide necessary Engineering Services to include
19 surveying, design and on call construction assistance for the project described above.
20 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. The City Manager is hereby authorized to execute an agreement with Garnat Engineering,
23 LLC, for an amount not to exceed One Hundred Twenty-Five Thousand Dollars ($125,000.00) for
24 Engineering Design Services for the following projects:
25 A. Cobb Street, from 29th Street to 30' Street.
26 B. Zion Street, from 29th Street to 31"Street.
27 Section 2. Funding for this project is from funds allocated from TREA Affordable Housing Funds,
28 Account No. 271359-73105-G0215AR35B.
29 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
33 resolution.

1 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
2 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
