Good morning Brandon,
Please see attached copy of the Certificate of Appropriateness and letter for your project at 609 S Rock. Typically, you
would include this signed COA as a supporting document when you apply for a fence permit with the Planning &
Development Department, but the City has recently changed its permit requirements and no longer requires a permit for
residential fencing. All projects must still meet building and site zoning and code requirements.
Please keep this Certificate of Appropriateness for your records. The original COA, printed on blue paper, will be mailed
to you.

No, you will need to seek out the fence permit following the HDC review. The permit desk will not review your fence
permit until you have an approved and signed Certificate of Appropriateness. Once you have this, likely the day after the
HDC public hearing, you can apply for the fence permit and upload the COA as a supporting document.

I have received your filing fee and attached is your receipt. The application and HDC public hearing process instructions
are on pages 1-2 of the application documents (attached). You will need to complete and comply with those instructions
for your application to be considered complete. Instructions for certified mail and public notice are on page 2. After you
mail out the public notice letter to each property owner via certified mail, you will need to provide me the completed
certified mail receipts. Most applicants bring the receipts to our office when they come to pick up the COA green sign so
they only have to make one trip.

Concerning next steps, go ahead and send me the list of addresses provided to you from a licensed abstractor and a copy
of the Notice of Public Hearing letter so I can check it has the right information. Then you'll need to mail out the letter to
each of the property owners on the list via certified mail by January 19, 2022, correct. You'll also need to post a green
sign on your property visible from the street 10 days before the hearing. You'll need to pick up the sign from our office.
Then, yes, you'll attend the hearing on February 2nd at 4pm.

* Will the fence be made of flat boards in a single row, or will they be in a different orientation/design?

the front fence is somewhere between 40ft and 45ft from the front property line, and the side fences are directly on the

to install a rear yard fence and will be scheduled to be heard at the February 2, 2023 public hearing upon payment of the
$100 filing fee. You may pay by check or cash to the permit desk, or through me, at the Planning & Development
Department, 723 W Markham.
Please provide the following information by January 19th:
* Please provide the legal description as noted on the property deed.
* Will the fence be made of flat boards in a single row, or will they be in a different orientation/design?
* Will the fence be painted or stained?
* Do you know the property line setbacks for the proposed fence? It looks the rear is 8 feet from the property line and

Concerning the Authorization of Representation, you do not need to sign it unless you are appointing an authorized
agent other than yourself to represent your application (such as a contractor or architect).
Concerning the notice of public hearing form, you'll need to provide the actual legal description of the property.
Additionally, make sure to provide the public hearing date and location in the form before sending out to surrounding
property owners.

Correct. I've attached a flow chart of the process and indicated with a red circle when public notice letters are sent. You
are welcome to send over the list of property owners you received from a licensed abstractor with your application if you
already have it. Once the public hearing date is verified by me and I give you the case file number to include on your
public notice, then you can send the letters out with the template provided.

Apologies for the late response! Our email was down a couple days last week and I'm catching up. The site plan provided
looks good and meets the guidelines for setbacks. Very easy to read. Thanks!
Concerning the Trex fence, it's difficult to know with these composite products what the true virtues and vices are.
Typically, when new material technology is advertised as low or zero maintenance, it most often means the product can't
be maintained and must be replaced entirely rather than repaired. I read through the product technical data and
warranty, and it seems like there is as much, or more, required cleaning maintenance of the material as a wood fence
and the warranty doesn't cover much of anything that will naturally happen to that fence: mold, mildew, stains, fading

from sunlight, ordinary wear and tear, or any "acts of God". Equally, the composite materials can't be painted, stained,
sanded, or repaired when these things do happen. It also looks like the cost for your project is about 15k-17k (not
including installation), whereas a traditional wood privacy fence might, at most, be $7k for something you can paint,
stain, repair, and maintain. It's an interesting product to consider overall, but I'm just not sure of it's true performance
and visual character.
If you chose to apply with this material, I would suggest bringing a sample to the HDC public hearing for the
commissioners to see. Equally, in order to have a definitive staff recommendation for the staff report, I would need to
see a sample of the material as well if you'd like to bring one by when you apply. Concerning the design, I'd suggest the
"Seclusions" system with the flat cap in the saddle or woodland brown colors to be more compatible with the guidelines
and district.

Thank you for your call yesterday about the property at 609 S Rock Street! Just to summarize some basic information
about the MacArthur Parks Local Ordinance Historic District and the Little Rock Historic District Commission:
The property at 609 S Rock St, the Butler House, is within the MacArthur Park Local Ordinance Historic District. The goal
of the local ordinance historic district is to protect and preserve the unique and valued qualities of such an area, its
urban design, architectural character, and historic materials in buildings and in landscapes. A property owner in this
district is subject to the rules and regulations as set forth by the City of Little Rock ordinances, Municipal Code Chapter
23, Sec. 76-160, that is based on Arkansas State law. Any exterior renovation of structures, additions, fencing, or other
site features need to be either administratively approved by staff or reviewed by the Little Rock Historic District
Commission at their regularly monthly public meetings.

Commissions Scroll down to Historic District Commission In this section, you will find information regarding the HDC, the
design guidelines and the application process. Guidelines on fencing and pools can be found in Section VII.
You mentioned remodeling the interior. The local ordinance does not regulate interior only permits, but I did want to
encourage the preservation of historic, significant architectural features in the home —such as the wood architraves and
stained glass transoms —as these are unique to the home, are difficult to recreate, and add immense value in character
and material. There are many ways to honor the historic fabric of the interior while adapting the house to your modern
lifestyle.
Lastly, as a contributing structure in the MacArthur Park Historic District, a National Register Historic District, the Butler
House is eligible for state and/or federal Historic Rehabilitation Tax Credits which provides a tax credit return on
