ROCK, ARKANSAS, PROVIDING FOR A VARIANCE TO
ALLOW A REDUCED PLATTED BUILDING LINE;
LOCATED SOUTH AND WEST OF SPRING TREE
CIRCLE AND SPRING TREE DRIVE, LITTLE. ROCK,

BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That Ordinance No. 19,336 adopted on June 21, 2005, be amended
to provide for modification of the Planned Zoning Development described as Spring Tree
Village Revised Long -form PD -R (Z -4969-C);
SECTION 2. That the zoning classification of the following described property
be changed from PD -R to Revised PD -R:
Part of the SE 1/4, SW '/4, Section 12, T -1-S, R -13-W, Little Rock, Pulaski
County, Arkansas more particularly described as: Beginning at the SE
corner of Lot 15 Springtree Village; thence N89°25'20"W, 106.31 feet;
thence N89°36'25"W 50 feet; thence N89°44'20"W 127.29 feet; thence

The applicant is proposing a revision to a previously
approved PD -R and a variance from the Subdivision
Ordinance to allow the development of 19 single-family
lots with a reduced platted building line on selected lots.
None.
Staff recommends approval of the requested PD -R zoning.
The Planning Commission voted to recommend approval
of the requested zoning by a vote of 10 ayes, 0 noes and
1 absent.
CITIZEN The Planning Commission reviewed the proposed PD -R.
PARTICIPATION request at its March 30, 2006, meeting. There was one
registered objector present. Southwest Little Rock United
for Progress, the Deer Meadow Neighborhood Association,
all owners of property located within 200 -feet of the site
and all residents, who could be identified, located within
300 -feet of the site were notified of the public hearing.
BACKGROUND Ordinance No. 15,437 adopted by the Little Rock Board of
Directors on February 16, 1988, established the Springtree
Village Long -form PD -R. The approval included the
development of 61 zero -lot line homes in two phases (31
lots in Phase I and 30 Lots in Phase II). The site included
1.5 acres of open space the developer would maintain until
the City requested the area be dedicated as public open
space. Phase I of the subdivision was final platted
containing 31 lots.
On May 26, 2005, the Little Rock Planning Commission
reviewed and recommended for approval a revision to the
previously approved PD -R for Phase I. The Board of
Directors adopted Ordinance No. 19,336 on June 21, 2005,
revising the previously approved PD -R to allow eighteen
of the Phase I lots to be replatted as eleven lots; resulting
in a total of available 21 lots for the Phase I portion of the
development. The Phase II portion of the development
remained as was previously approved allowing 30 zero lot
line lots.
The applicant is now proposing to revise the previously
approved PD -R to allow Phase 2 of the Springtree Village
Addition to develop with more traditional single-family
lots. The Phase II portion was approved for the
development of 30 zero lot line homes. The Phase II
portion contains 4.56 acres and is now proposed with 19
single-family lots resulting in a density of 4.16 units per
acre. The average lot size proposed is 70 -feet by 115 -feet
or 8,050 square feet. Springtree Drive and Springtree
Circle will be extended from the current terminus and
Spring Lane will be added as a result of the development.
The streets are indicated as residential streets with a
50 -foot right-of-way and 26 -feet of paving.

CONTINUED
A variance from the typical minimum standards of the
Subdivision Ordinance (Section 31-232(e)) to allow a
reduced building line on one street side (15 -feet) is
proposed for Lots 64, 69, 74 and 78.

SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 2 hereof.
SECTION 6. That a variance from various lot design standards of Chapter 31 of
the Code of Ordinances is granted to provide for variances of certain requirements within
the Subdivision Regulations of the City of Little Rock for the Springtree Village
Preliminary Plat as follows:
Subsection a. That variances are granted from the provisions of Chapter 31,
Section 31-232(e) for the Springtree Village Preliminary Plat; Lots 64, 69, 74 and 78 to
allow the development of lots with a reduced building line adjacent to a street right of
way.
SECTION 7. That this Ordinance shall not take effect and be in full force until
the final approval of the plan.
SECTION 8. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
SECTION 9. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.

Your request will be Item #13 on the agenda. The Planning Commission does request that you or
your representative be present.
Prior to the Public Hearing a Subdivision Committee meeting is held to address the technical
issues associated with the proposed site plan. This meeting will be held Wednesday, March 8.
2006 beginning at 12:00 -- Noon, also held in the Board of Directors Chambers. You or a
representative will also need to attend this meeting.
Your application request will require notification of property owners located within 200 -feet of
the site by Certified Mail using the Notification form provided in the application package. The
list of property owners must be a certified listing of property owners obtained from an abstract
company. This notification must be mailed at least 15 -days prior to the Public Hearing, therefore
the notices must be mailed no later than March 15, 2006. Once the notices are mailed please
provide me with the Certified Mail receipts, a copy of the list provided by the abstract company
and the notice form with the affidavit executed.

THAT WHEREAS, Winrock Development Company, hereinafter called "Grantor", is the
owner of the following described property:

AND WHEREAS, it is deemed advisable to replat the above-described property.
NOW, THEREFORE, the Grantor has caused the land to be surveyed by McGetrick
Engineering, Inc., Engineers and Surveyors, and a plat made thereof, identified by the title
"Springtree Village Subdivision, Phase #2, an addition to the city of Little Rock, Arkansas". The
plat bears the signatures and seals of Patrick M. McGetrick, Registered Professional Engineer,
Robert C. Lowe, Jr., Registered Professional Land Surveyor, the signature of the Grantor, bears a
Certificate of Approval executed by the Little Rock Planning Commission, and is filed for record
as Plat # in the Records of the Circuit County Clerk of Pulaski County,
Arkansas.
The filing of the plat for record shall constitute a complete and valid delivery of any and
all easements and/or rights-of-way shown on the Plat.
The lands embraced in the plat shall be forever known as "Springtree Village Subdivision
