As per Appendix D, Section D107.1 of the Arkansas Fire Prevention Code Vol. 1, One- or Two -Family
dwelling residential developments. Developments of one- or two-family dwellings where the number of
dwelling units exceeds 30 shall be provided with two separate and approved fire apparatus access
roads, and shall meet the requirements of Section D104.3.
Exceptions:
1. Where there are more than 30 dwelling units on a single public or private fire apparatus
access road and al dwelling units are equipped throughout with an approved automatic
sprinkler system in accordance with Section 903.3.1.1, 903.3.1.2 or 903.3.1.3 of the
Arkansas Fire Code, access from two directions shall not be required.
The number of dwelling units on a single fire apparatus access road shall not be increased
unless fire apparatus access roads will connect with future development, as determined by
the fire code official.
Fire Hydrants
Locate Fire Hydrants as per Appendix C of the 2012 Arkansas Fire Prevention Code. Section C101—
C105, in conjunction with Central Arkansas Water (Daniel Tull 501-377-1245) and the Little Rock Fire
Marshals Office (Capt. Tony Rhodes 501-918-3757 or Capt. John Hogue 501-918-3754). Number and
Distribution of Fire Hydrants as per Table C105.1.

4. Gate components shall be maintained in an operable condition at all times and replaces or
repaired when defective.
5. Electric gates shall be equipped with a means of opening the gate by fire department personnel
for emergency access. Emergency opening devices shall be approved by the fire code official.
6. Manual opening gates shall not be locked with a padlock or chain and padlock unless they are
capable of being opened by means of forcible entry tools or when a key box containing the keys
to the lock is installed at the gate location.
7. Locking device specifications shall be submitted for approval \by the fire code official
8. Electric gate operators, where provided, shall be listed in accordance with UL 325.
9. Gates, intended for automatic operation shall be designed, constructed and installed to comply
with requirements of ASTM F 2200.

more than 100 dwelling units. Multiple -family residential projects having more than 100 dwelling units
shall be equipped throughout with two separate and approved fire apparatus access roads.
Exception: Projects having up to 200 dwelling units may have a single approved fire apparatus
access road when all building, including nonresidential occupancies are equipped throughout with
approved automatic sprinkler systems installed in accordance with Section 903.3.1.1 or 903.3.1.2

Attached please find the completed Application for Planned Zoning Development - Short Form for Lot 448,
Block A4, University Park South, Little Rock, Arkansas. With the application you will find the Information Sheet
for PZD Site Plan Reviews, 18 full size copies of the proposed site plan, and 3 full size copies of the survey.
The request is brought about by several factors. The rear building setback of the Little Rock Code of Ordinances
requires a rear building setback of 25 feet. Due to the depth of the lot, we request a rear building setback of 10
feet. The building cannot be moved north to accommodate the rear building setback because a 36' drive aisle is
required for the truck to maneuver into the loading zone. For these same reasons we are requesting a variance on
the front yard buffer requirement. A 10.74' front yard buffer is required per Ordinance 36-520. We are requesting
a front yard buffer variance which varies from 9.74'on the western edge of the parking to 3.29' on the eastern
edge. The requested variance is for the length of 100' of the parking area.
Ordinance 36-434.41 states that no dumpster area may be located between the building and a side street. The
proposed project fronts on two streets, because of this and the shallow depth of the property there is no way to
position the dumpster behind the building. The dumpster is positioned to face away from the streets.
We ask that the Planning and Development Department approve the request to rezone the properties to a Planned
Commercial Development to allow for the construction of a Family Dollar retail store. The proposed PCD will
not have any adverse impact on adjacent properties or the general area, visually or otherwise.

Street. Within the very near future an extended hotel and CVS drug
store will be constructed on the lots facing this church parking lot.
2. The lot is small and is located near a much needed medical facility.
Parking and extra traffic will negatively impact the services provided
to a very vulnerable population. The proposed Dollar Store will
block traffic for University Park Neighborhood Association (UPNA)
Members as we enter and leave our neighborhood.
3. The United States Department of Justice on September 29, 2015
named Little Rock as a participant in a federal program aimed at
reducing violent crime in certain cities. Little Rock's violence levels

far exceed the national average. Criminal activity is frequent at
Family Dollar stores. Our police resources are currently strained and
do not need to be expanded. This store will invite and encourage the
likelihood of criminal activity spilling over into our neighborhood.
4. University Park Neighborhood Association (UPNA) Members have
worked with the City of Little Rock in the maintenance of a well
established neighborhood and the support of the initiatives proposed
by the city. Careful and strategic planning made this possible. The
property value of our neighborhood will be impacted in a negative
manner.
5. Unity Baptist Church has failed repeatedly to demonstrate any
concern for the well being of UPNA and other business in this area.
None of the members reside in this part of the City. They are not
affected by the rezoning except to benefit financially. There has been
a refusal to respond to any communication from UPNA. Is this a trait
of a good neighbor? I respect their right to make financial gains from
this property but at what cost.
We urgently request the assistance of the City's Planning Commission in the
denial of this request.

I am writing this letter, concerning the Family Dollar Store that is being proposed to be located in the
existing parking lot of Unity Baptist Church.
As a long standing resident (45 years), of the University Park community, I am in total opposition of
having this store so close to our neighborhood. I believe and support growth and opportunity for the
Greater Little Rock area, but not to the detriment of safety and property values.
The store will bring our property values down dramatically and potentially cause an increase in crime;
criminal activity is frequent at Family Dollar stores in Little Rock and being so close could trigger a rise in
neighborhood crime. Additionally, the lot is currently zoned for office and I believe should remain as
such. The lot appears too small for a Family Dollar store, thus creating other traffic concerns.

On June 26, 2014 some of the City Officials and Planning Commissioners, overwhelmingly
voted to allow a four (4) story extended stay hotel, and a 24 hour Murphy USA gas station and
convenience store to be built on the old Brandon House site, which is located to the University
Park Neighborhood.
University Park is a well-established homeowners' area, which is comprised mainly of retired
persons, and some new families who have taken pride in their homes and maintain the upkeep,
feel safe, and plan to remain secure in the latter years of their lives.
As a home owner in the University Park area, I have some concerns and would like to hear back
from our Mayor, City Planning Commissioners, and City Officials.
If you lived in our neighborhood and wanted to keep the neighborhood as one where
people live for long periods of time, and enjoy the way homes are up kept, and take pride
in their homes, would you allow such development?
When I attended school I was taught, if you are able to answer the following questions
truthfully, (who, what, when, where, how) you can reach a solution to the problem.
WHO will be profit from these new businesses? Will the developers, city officials, city planning
commissioners? Of these officials and commissioners who will be purchasing homes in our
area, so they can be disturbed all times of the day and night from flow of traffic and loud music,
or will they be in the security of their gated communities undisturbed, and just pocketing the
profits? (Even now you can see cars parking on the lots with music blasting and loud talking).
WHAT: By allowing these developers to place these businesses in our area, when there are
already hotels and gas station within 4-7 mile radius of each other, the traffic and crime rates
will surely increase. What is the City of Little Rock going to do to control these increases on our
taxes and insurance company rates due to crime rates and decrease in property values?
WHEN these developers have established these businesses on our neighborhood, will they be
held accountable for the crime rates, insurance rates, sound barring the noise levels, keeping

up their businesses grounds, prevent loitering, homeless persons from taking up residence,
what kind of personnel will be living in the extended stay hotels, etc.?
WHERE there is no accountability by owners of businesses, because they do not live in the
area of their business to keep watch on the cliental, the neighborhood pays the consequences,
while the owners are not concerned, because they are in their well-maintained homes and areas
and could care less; there only concerned in pocketing the proceeds.
WHY are the City Officials and Planning Commissioners so determined to destroy the University
Park area, which is a well -establish majority black neighborhood? Why do they not place these
businesses in their neighborhoods?
HOW much are these developers paying the City of Little Rock to place these
businesses in our neig hborhood and not in the C ity Officials and Plan nin
Commissioners neighborhoods? How much of the proceeds will be allocated for
neighborhood upkeep, given to the homeowners for security installation and bars, sound
barriers for noise, paid toward each homeowners higher utilities cost, crime protection,
increased homeowners insurance, trash and debris that will be thrown throughout the area left
by persons utilizing these businesses?
WE IMFATICALLY DO NOT WANT THESE NEW DEVELOPMENTIBUSINESSES IN THE
UNIVERITY PARK NEIGHBORHOOD
I am waiting as so many of the homeowners are to resolve this matter and to receive responses
from our Mayor, City Officials, and City Planning Commissioners.

Just wanted to follow up and let you know where we are on this project. We have revised the site plan to show the
additional right of way dedication and a joint driveway. We have to meet with the adjacent owner to discuss shared
driveway access. Until we can get a shared driveway access, we can't consider moving on. Please put this project on
hold until we can provide further information. Without access to 12th Street, this project will likely not move forward so
everything hinges on this access agreement. Let me know if you have any questions or need any additional information,

The north, south, and east properties are zoned R-2. As a component of all land use
buffer requirements, opaque screening, whether a fence or other device, a minimum of
six (6) feet in height shall be required along these perimeters of the site.

We have studied the plans submitted by your office on the above referenced area.
The area is currently served by METRO on the routes z7, z, zz. We would like to emphasize maintaining
the sidewalk connections to the neighborhood for transit rider access to jobs and shopping. The area is
part of our future plans for local service with service enhancements.
The plans show a sidewalk (existing) howeverthey do not show a sidewalk connection through the
parking are to the store front door. Family Dollar stores are frequently by many of our customers often
seniors or mothers with young children who must cross busy parking areas without a proper crosswalk
area. We request protected pedestrian facilities to the front door of the store. Secondly, please
consolidate curb cuts within these retail developments. Excessive curb cuts create traffic blockages and
reduce the safe areas where buses can operate within the roadway.
