Shackleford Road. Submitted by: Department of Planning and Development SYNOPSIS FISCAL IMPACT RECOMMENDATION CITIZEN PARTICIPATION Action Required gOrdinance Resolution Approval Information Report Approved By Bruce Moore The request is to revise the previously approved PCD for Lot 3 of the Shackleford Crossing Shopping Center to allow for the placement of building signage on all four facades of the building. None. Staff recommends approval of the requested PCD zoning. The Planning Commission voted to recommend approval of the requested zoning by a vote of 9 ayes, 0 noes and 2 absent. The Planning Commission reviewed the proposed PCD request at its July 11, 2013, meeting. There were no registered objectors present. All property owners located within 200 -feet of the site along with the John Barrow Neighborhood Association were notified of the Public Hearing. BACKGROUND The Little Rock Board of Directors adopted Ordinance No. 19,237 on November 23, 2004, approving a Conceptual PCD known as Shackleford Crossing Long -form PCD, which was located at the southwest corner of South Shackleford Road and Interstate 430. The conceptual plan included the north 62 acres being developed with C-2, Shopping Center District permitted uses, the south 20 acres being 0-2, Office and Institutional District permitted uses and the middle 15 acres being a transition area where 0-2, Office and Institutional District and C-2, Shopping Center District permitted uses would be allowed. The plan also showed four (4) out parcels along the Shackleford Road frontage, with three (3) main entry drives from Shackleford Road. The total project would consist of 1,000,000 square feet of gross building area. Subsequent revisions have allowed the development of the shopping center as exists today. Most recently, the Board of Directors adopted Ordinance No. 20,743 on July 9, 2013 allowing an amendment to the previously approved site plan to add 43 additional parking spaces in the Tract B area (adjacent to the Wal -mart tract) and increase the overall allowance for restaurant usage from the existing 80,000 square feet to 90,000 square feet. All other aspects of the approved PCD remained unchanged. BJ's Restaurants is now proposing a new restaurant on one of the pads along Shackleford Road in the Shackleford Crossing Shopping Center. The restaurant will be constructed with the two ends fronting onto entrance drives, the front along Shackleford Road and the rear within the parking lot. The approved PCD allows signage on the out - parcels of the development on two facades. The applicant is requesting signage on all four elevations in order to provide visibility for potential guests traveling both north and south on Shackleford Road as well as guests within the shopping center. The total sign area on the front fagade (east) is 56.79 square feet. The total sign area on the north, south and west elevations is 37.7 square feet. The restaurant will be constructed with high quality materials including an extensive amount of natural stones and slates with a rich color palette. All four exterior sides of the building incorporate architectural detailing including varying roof heights, articulation and a variety of materials. The proposed restaurant's entry (east elevation) will front Shackleford Road. The north elevation will front one of the entrance roads into the shopping center. The west elevation will front the interior road within the shopping center. The south elevation will front another entrance road into the shopping center. BJ's is limited to signage on two building elevations per the PCD. BJ's is requesting signage on all four elevations in order to provide visibility for potential guests traveling both north and south on Shackleford Road as well as guests within the shopping center. The proposed signage is appropriate given the mass and scale of the building. The front entry tower is 35 ft high and the balance of the building is approximately 25 ft high. The building is not overly signed, for example the "Restaurant" and `Brewhouse" letters which flank the `BJ's" logo are just 18 inches high. BJ's Restaurants is new to Arkansas with Little Rock being our first restaurant in the state. It is imperative for BJ's to build brand awareness. It is on the Northwest corner of Harrison and Kavanaugh across the street West of the fire station. The builder constructed a long solid brick wall running parallel to Kavanaugh along the sidewalk. It is painted white. He has now come back and extended the wall East along Kavanaugh approximately 12 - 15 feet. The extension is buff brick and has yet to be painted. It is clear that the extension was an add-on: The problem with the extension is that when you are driving South on Harrison and come to the stop sign at the intersection with Kavanaugh the new wall extension blocks your view to the West. You have to pull forward into the crosswalk to see if there is on -coming traffic headed East. It has created a blind spot and left unabated has created a dangerous situation. The wall extension should be lowered or removed. It is on the Northwest corner of Harrison and Kavanaugh across the street West of the fire station. The builder constructed a long solid brick wall running parallel to Kavanaugh along the sidewalk. It is painted white. He has now come back and extended the wall East along Kavanaugh approximately 12 - 15 feet. The extension is buff brick and has yet to be painted. It is clear that the extension was an add"on*. The problem with the extension is that when you are driving South on Harrison and come to the stop sign at the intersection with Kavanaugh the new wall extension blocks your view to the West. You have to pull forward into the crosswalk to see if there is on -coming traffic headed East. It has created a blind spot and left unabated has created a dangerous situation. The wall extension should be lowered or removed. It looks as if we have a classic example of someone getting a building plan approved with appropriate lines -of -sight provided and then coming back after the approval and building what they intended to do in the first place with full knowledge that an alert city agency would not have issued ' building pertr,it had it knu%vn, what was in fact going to actually be built. You wall recognize the problem in an instant if you or an examiner will simply drive to the intersection and see for _yourself.
