Sign selection, sizing and placement for custom buildings, conversions, and retrofitting existing buildings should be coordinated through one of Marriott's approved exterior sign vendors or Marriott's Lodging Engineering Department. The manual is a guideline for franchise owners and/ or their architects and contractors and contains enough information for rendering building elevations for the permitting process. The Sign Manual is not intended for actual fabrication of signs. There will be exceptions for each brand (For example: currently non -illuminated channel letters, Residence Inn Gatehouse. ® Design intent was to spread the letters out, soften the fonts and improve the face material which increased legibility so that they could be read from a greater distance. Note that these changes will make it possible to use a smaller letter than existing to achieve even greater visibility. * New build designs will be modified as required to allow for signs to fit. a Regarding raceways; They remain an undesirable method for wiring and should only be used in cases where absolutely necessary. If used, smallest/thinnnest conduit to match the building color. * Appropriate wall space should be allowed around the channel letters (see guidelines). * There is a maximum size limitation relative to the situation (see guidelines). Size & Placement of the word "Marriott" * The current "Marriott" pill will always need to be replaced with the larger individual LED letters. * Proportion size is included in the current usage guidelines. * Placement of the word should be below the brand name, exceptions maybe necessary in some retrofit sitations based on available space below or above the existing sign. Channel Letter Color e Normally the sign letters are the brand color by day, white at night (dual -color film). Where the building color is medium to dark toned, white face letters by day & night should be used.. Sing1�-�, n��l�mounted 5i . Channel letters only on the front of the buildings. The preference is always to use channel letters where possible. Where space, local code, or visability prohibits channel letters, a single -faced, wall -mounted sign may be used on the sides or rears of a building. i RANSWORLD SIGNS January 9th, 2004 Monument Sigas_j ■ CY & RI monument signs between 30 and 50 sq. ft. in total size shall be three-dimensional. Flat -faced signs are acceptable in certain locations (i.e., tertiary markets, high vandalism areas, etc.). SHS, FFI & TPS monument signs shall be flat -faced for all sizes. Three-dimensional signs are acceptable in certain locations (i.e., custom or urban markets). ■ Monument signs in excess of 10 ft. in height or 50 sq. ft. in total size shall be flat -faced or vaccuum- formed. 1D Unless required by code or authorized by Marriott, primary signage structure shall not include non -Marriott brands. When multiple Marriott brands are located on the same primary sign structure, higher transient brands should be located in the optimum visibility area (Highest transient brands to lowest are: FFI, CY, SHS, RI, TPS). w All directional monument signs (entrance, arrows, etc.) are considered part of the new sign package and should comply with design standards. Mid -rise Pylo ■ CY & RI mid -rise pylon signs between 50 and 80 sq. ft. in total size shall be vaccuum-formed. Flat -faced signs are acceptable in certain locations (i.e., tertiary markets, high vandalism areas, etc.). ■ SHS, FFI & TPS mid -rise pylon signs shall be flat -faced for all sizes. Does the hotel have any kind of meeting rooms that would bring outside people in and would this use serve them? The purpose of the permit is to serve wine and beer at two weekly guest receptions held in the hotel from 5PM to 7PM. These are for guests only and not open to the public. The receptions cause no increase in parking requirements. The Declaration of Restrictions and Covenants for the subdivision state that bars are prohibited except as part of restaurants and hotels. At the time we built the hotel we did not have plans for this, thus the present interpretation of the Covenants. We would appreciate a new consideration of this requirement as to facilitate the wine and beer permit. If I can provide any further information, please let me know. We appreciate your help in this matter. Submitted by: Department of Planning and Development SYNOPSIS FISCAL IMPACT RECOMMENDATION CITIZEN PARTICIPATION Action Required gOrdinance, Resolution Approval Information Report Approved By Bruce Moore The request is to allow a revision to the previously approved PCD to allow construction of a four-story 92 room hotel with paved drives and parking. None. Staff recommends approval of the requested PCD zoning. The Planning Commission voted to recommend approval of the requested zoning by a vote of 8 ayes, 0 noes, 2 absent and 1 recusal (Commissioner Yates). The Planning Commission reviewed the proposed PCD request at its May 8, 2008, meeting. There were no registered objectors present. The John Barrow Neighborhood Association, all residents who could be identified located within 300 feet of the site and all property owners located within 200 -feet of the site were notified of the Public Hearing. It BACKGROUND The Little Rock Board of Directors adopted Ordinance No. 19,237 on November 23, 2004, approving a Conceptual PCD known as Shackleford Crossing Long -form PCD, which was located at the southwest corner of South Shackleford Road and Interstate 430. The conceptual plan included the north 62 acres being developed with C-2 permitted uses, the south 20 acres being 0-2 permitted uses and the middle 15 acres being a transition area where 0-2 and C-2 permitted uses would be allowed. The plan also showed four out parcels along the Shackleford Road frontage, with three main entry drives from Shackleford Road. The total project would consist of 1,000,000 square feet of gross building area. The applicant noted that the commercial building area would not exceed 750,000 square feet, with office uses occupying a minimum of 25% or 250,000 square feet of the total gross floor area of the project. There would be a maximum of 25,000 square feet of restaurant use within the out parcels and 35,000 square feet of restaurant use within the interior commercial development, with a total gross floor area for restaurant use not exceeding 50,000 square feet. The applicant noted that a hotel/convention use would possibly occupy up to 10 acres of the overall development. Ordinance No. 19,399 adopted by the Little Rock Board of Directors on September 20, 2005, established revisions to the previously approved PCD. The approval defined the site plan for Phase I, the Commercial portion of the project and one of the office lots. With the request, a preliminary plat for the subdivision of the site with sixteen lots and out -parcels was also approved. The approved site plan included an area previously excluded containing the Comcast office tract on Shackleford Road and incorporated this area into the overall project plan. All the conditions that were a part of the previously approved Conceptual PCD were incorporated into the submittal with one revision. The one change requested from the prior conditions was the second bullet point under "Other Site Design Issues" and was to increase the allowable restaurant square footage and place a minimum parking ratio requirement for restaurants on the site as imposed by the developer. 2 A BACKGROUND CONTINUED Ordinance No. 19,699 adopted by the Little Rock Board of Directors on February 20, 2007, revised the PCD to clarify the signage plan, allow dock doors to be oriented to Shackleford Road and add food store as an allowable use for the site. The applicant is now proposing a revision to the previously approved PCD for a 2.2 acre parcel located near the southeastern portion of the site immediately south of the proposed Big Box retail store. The developers are proposing the construction of a four story 92 room hotel with paved drives and parking. The hotel will not have any amenities such as conference rooms, a restaurant or a bar.
