A record objector has appealed the Planning Commission's
approval of a conditional use permit to allow the Chenal
Lofts high-rise multifamily development proposed for the
0-2 zoned property located at 15,401 Chenal Parkway.
None
Staff recommends denial of the Resolution.
On March 10, 2016, the Planning Commission approved a
conditional use permit to allow for the development of
Chenal Lofts, a high-rise multifamily project, on the 0-2
zoned, 13.49± acre tract located at 15,401 Chenal Parkway.
The proposed development consists of a single four-story
building containing 294 units. The proposed building will
be built around two courtyards that will contain amenities
such as the swimming pool with cabanas, outdoor grills,
bocce ball courts and outdoor fire places. A total of
577 parking spaces are proposed. 45 spaces are in garages
within the first floor of the building. 36 spaces are in
garage structures and 92 spaces are under carport
structures. The remaining parking spaces are surface
parking.
BACKGROUND
CONTINUED
Placement of the building exceeds all required setbacks.
Perimeter buffers comply with code requirements. An
opaque screen will be installed on the east and west
perimeter of the site. A decorative wrought iron or
metal fence will be placed on the street perimeters. The
development will be gated.
There were 30± objectors present at the March 10, 2016
commission meeting. Many letters and emails of support
and opposition had been received by staff and forwarded to
the Commission. The Commission voted 11 ayes, 0 noes
and 0 absent to approve the conditional use permit.

WHEREAS, an application was filed with the Little Rock Planning
Commission for a conditional use permit to allow for the development of Chenal
Lofts High-rise multifamily on the 0-2 zoned property located at 15,401 Chenal
Parkway; and,
WHEREAS, at its March 10, 2016 meeting, the Little Rock Planning
Commission approved the conditional use permit by a vote of 11 ayes, 0 noes and
0 absent; and,
WHEREAS, a record objector has appealed the Planning Commission's
action to the Board of Directors of the City of Little Rock; and,
WHEREAS, the Board of Directors of the City of Little Rock, Arkansas has
determined the action of the Little Rock Planning Commission in approving said
conditional use permit to be inappropriate.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. The action of the City of Little Rock Planning Commission in
approving a conditional use permit to allow Chenal Lofts High-rise multifamily

Attached please find the additional information requested from the Subdivision Meeting on February
17, 2016. 1 have itemized the following to correspond with your remarks.
Planninq Staff Comments:
1. There is not a Bill of Assurance for this property, and we are unaware of any private restrictions.
2. The building will be composed of masonry, hardie wood and stucco materials. I have attached
an architect's rendering of this project.
3. There are 45 "direct garages" that are in the main building, and 36 "detached garages" currently
proposed.
4. We will comply with the signage requirements as indicated. The building signage will be as
shown on the architect's rendering.
5. Will comply. The lighting will be low-level, directional, and aimed downward into the site.
6. Will comply, trash compactor and recycling center are shown on the latest attached site plan.
7. The east and west property lines will have a 6' tall opaque fence as shown. The north and south
property lines will have a 6' tall metal (wrought iron or aluminum) fence as shown.
8. The building coverage of the site is 24%.
