The pond is overgrown and has two old house foundations at its edge. One is shown in the pictures. These are the best pictures we could get as the pond is unapproachable due to being over grown. It has trash at the water's edge as well as in the pond. It looks like the houses may have been knocked down into the pond. This is not a "pretty" man made pond. For reference - .42 acres is approximately 18,295 square feet which is very small in the world of ponds. We are delineating this with the US Army Corp of Engineers. The property is currently zoned 0-2 (office and institutional). The developer is asking for a conditional use permit to allow construction of a 330 multifamily unit apartment building on 13.49 acres (high density). We are concerned that this high density project would have adverse impact on the area due to the lack of infrastructure in this area. This project affects both Kanis Road and Chenal Parkway. Kanis Road is a one -lane each way road with no turn lanes or shoulder areas. Chenal Parkway is a separated split lane road that would require west bound traffic to go past the entrance of this complex; causing a buildup of cars making U-turns at Wellington Hills Road to gain access. There is no public transportation or city parks to support new residents. Baker elementary school, in the Pulaski county special school district, is not prepared for the volume of students this and other developments propose. Surrounding neighborhoods would have difficulty accessing Kanis Road, especially during peak traffic hours which includes the morning rush hour, the after-school rush hour and the evening rush hour. The building of this complex will directly affect the peace and privacy currently enjoyed by the Woodcreek sub -division residents. The trees on this land provide both a sound and visual barrier to street traffic generated on both Chenal and Kanis. If this apartment is built further noise will be added not just from the street but also from residents of the apartments arriving/leaving at all hours of the day. This complex will also surely require lighting which will affect the resident's privacy whose properties will directly face this building. While we understand development will happen, we feel it should be done with planning and input of existing residents and businesses and with the infrastructure currently in place. We support mixed use and not continuous apartments. We have homes and area businesses in place now because of certain aesthetics, like the abundance of trees and green space which are slowly being taken away by developments such as this. Please consider our concerns and oppose this development. We would gladly welcome development with the zoning of a lower density rating due to the current infrastructure of this area.
