STATEMENT OF PROPOSAL:
The applicant proposes to operate a specialty retail business in
a structure presently zoned for office use, but originally
constructed as a residence. The applicant presently operates her
Kitty, Kitty, Kitty "boutique" at 5611 Kavanaugh Blvd., and
proposes to relocate the business to the subject property. The
business involves sales of gifts and supplies to people
interested in cats, with no live animals being sold. The
applicant operates the business herself and has no regular
employees; however, there is an occasional part-time employee.
The business is not a high traffic generator, with usually no
more than two to three customers in the business at a time and
usually fewer than ten customers per day. At the present
location, there are to on -street parking spaces. At the proposed
location, there is a double car garage, two parking spaces in the
driveway, and room for two additional parking spaces beside the
driveway. This, the applicant proposes, is ample parking for her
business.
The applicant proposes to reside in a portion of the building.

A. PROPOSAL/REQUEST:
The applicant requests the establishment of a Short -Form PCD
to operate her retail business known as "Kitty, Kitty,
Kitty" in an existing structure originally built as a
residence, and to reside in a portion of that structure. No
exterior changes or additions to the building are not
anticipated. Signage would be minimal. The Planning
Commission review and favorable recommendation to the Board
of Directors for approval of this application is requested.
B. EXISTING CONDITIONS:
The site was originally developed as a'residential use with
a home having been constructed on it, but is zoned 0-3,
having been used for offices until it was vacated. There is
a business immediately to the north in a converted
residence. Immediately to the north and to the east is all
zoned 110-311. The remainder of the block to the north is
totally commercial. To the south and west is property zoned
and used as residential.
C. ENGINEERING/UTILITY COMMENTS:
There were no comments from engineering or the utilities.
D. ISSUES/LEGAL/TECHNICAL/DESIGN:
The applicant must designate those portions of the structure
to be used for residential uses and retail uses. The
location of proposed parking spaces must be shown.
E. ANALYSIS•
With the limited clientele indicated by the applicant,
adequate parking is apparently available and parking should
not be a problem. The applicant feels that the residential
structure, with its informal setting, is ideal for business -
residential use. There does not appear to be a site
distance problem at the egress from the site. Access could
be difficult at certain times of the day; however, the
applicant reports that she opens after the morning rush-hour
and would not expect clients during the evening rush-hour.
F. STAFF RECOMMENDATIONS:
The staff recommends approval of the item and the
establishment of the "PCD" as outlined in the application
with the condition that two additional parking spaces
on -site (for a total of four spaces excluding those
available in the garage) be designated and the allocation if
the various uses be designated.

Staff reported that the applicant has withdrawn her application,
reporting that she has decided not to relocate at this time.

staff confirming the applicant's request to withdraw her
application.
PLANNING COMMISSION ACTION: (JUNK 1, 1993)
This item was included on the Consent Agenda for withdrawal, and
was approved for withdrawal by the nine (9) ayes and no nays vote
to approve the Consent Agenda.
