Provide notification of property owners located within 200 feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notices must be mailed no later than July 23, 2008. The Office of Planning and Development must receive the proof of notice no later than August 1, 2008. 2. A portion of the site is located outside the City limits. 3. A minimum of 10 to 15 percent of the site is to be designated to landscape. Provide the percentage provide. 4. Provide the percentage of building coverage, the percentage of landscaping and the percentage of paved area. 5. Will the units share amenities located on the western development? If so provide pedestrian linkage from this site to the amenities located to the west. 6. Provide details of the proposed phasing and grading activities on the site. Will the units be constructed with the western development? 7. The site plan indicates development over the water line not owned by the applicant. Provide approval from CAW concerning the proposed construction. 8. Provide the location of all proposed fencing including a note indicating the total height, construction material and location. 9. All site lighting must be low level and directed downward and into the site. 10. Provide a legal survey and proper legal description of the property proposed for rezoning. ariance/Waivers: Public Works Conditions: 1. Repair or replace any curb and gutter or sidewalk that is damaged in the public right- of-way prior to occupancy. 2. Insufficient access is provided for the total of 520 apartment units making approximately 10 trips per day per unit for a total of 5,200 trips per day. A collector street is designed for 5,000 vehicles per day. Additional access should be provided. 3. A grading permit in accordance with Section 29-186 (c) and (d) will be required prior to any land clearing or grading activities at the site. Other than residential subdivisions, site grading and drainage plans must be submitted and approved prior to the start of construction. If advanced grading is desired a variance request must be submitted and approved by the Planning Commission with construction imminent on another phase. Item # 7. 4. Storm water detention ordinance applies' to ythis property. Show the proposed location for storm water detention facilities on the plan. 5. If disturbed area is one (1) or more acres, obtain a NPDES storm water permit from the Arkansas Department of Environmental Quality prior to the start of construction. Utilities and Fire Department/County Planning: Wastewater: The site must be annexed to receive City sewer service. Sewer available to this property. Capacity Contribution Analysis is required. Contact Little Rock Wastewater Utility for additional information. Entergy: No comment received. Center -Point Ener : No comment received. AT & T: No comment received. Central Arkansas Water: Central Arkansas Water does not approve this plan as submitted because it includes development on property currently owned by Central Arkansas Water. it is suggested that this plan be deferred until negotiations are completed for transference of the property from CAW to the developer. Fire Department: Install and place fire hydrants per code. If gates are proposed a minimum gate opening of 20 -feet must be maintained to allow adequate access. Contact the Little Rock Fire Department for additional information. County Planni: A portion of the site is located outside the City limits of the City of Little Rock. Annexation is required to construct the development as proposed. CATA: The site is not located on a dedicated CATA Bus Route. Planning Division: This request is located in the Chenal Planning District. The Land Use Plan shows Office for this property. The applicant has applied for a rezoning to long form Planned Development Residential (PDR). This PDR is a portion of a larger multifamily development that is within an area shown for Multifamily use. The request does not require a change to the Land Use Plan, since this area is a portion of a larger development and the total development is generally consistent with the Land Use Plan. Master Street Plan: Chenal Parkway is a Principal Arterial. The primary function of a Principal Arterial is to serve through traffic and to connect major traffic generators or activity centers within urbanized areas. Entrances and exits should be limited to minimize negative effects of traffic and pedestrians on Chenal since it is a Principal Arterial. La Grande is shown as a Collector. The primary function of a Collector Street is to provide a connection from Local Streets to Arterials. These streets may require dedication of right-of-way and may require street improvements for entrances and exits to the site Item # 7. Bicycle Plan: A Class I is shown along Rahling Road. A Class I bikeway is built separate from or alongside a road. Additional paving and right of way may be required. Neighborhood Action Plan: This area is not covered by a Neighborhood Action Plan. Landscape: 1. The site plan must comply with the City's landscape and buffer ordinance requirements. 2. This site is being reviewed as an overall development; therefore, the following comments apply to all the sites. 3. This sites combined parking numbers exceed one hundred and fifty spaces; therefore, the interior islands need to be a minimum of three hundred square feet (300) in area to receive credit towards the landscape ordinance requirements. Also, there will need to be additional interior islands on the site to meet the evenly distributed section of the ordinance. 4. The zoning buffer ordinance requires a minimum thirty-two foot wide (32') land use buffer along the southern property line. Seventy percent (70%) of which is to be left undisturbed. Currently, it is unclear whether or not this site is meeting this minimal requirement due to the easements which cannot count towards meeting this minimal requirement. 5. A six (6) foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the southern perimeter of the site. Credit towards fulfilling this requirement can be given for existing trees and undergrowth that satisfies this year -around requirement. 6. An automatic irrigation system to water landscaped areas will be required. 7. Prior to the issuance of a building permit, it will be necessary to provide an approved landscape plan stamped with the seal of a Registered Landscape Architect. 8. The City Beautiful Commission recommends preserving as many existing trees as feasible on tree covered sites. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger.
