Z -4807-J NAME: Lot 3, Tract 94 Chenal Valley Long -form PCD LOCATION: located on the Southwest corner of LaGrande Drive and Rahling Road Extension Planninq Staff Comments: 1. Provide notification of property owners located within 200 feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notices must be mailed no later than July 23, 2008. The Office of Planning and Development must receive the proof of notice no later than August 1, 2008. 2. A minimum of 10 to 15 percent of the site is to be designated to landscape. Provide the percentage provide. 3. Provide the percentage of building coverage, the percentage of landscaping and the percentage of paved area. 4. Define the proposed uses of the site. (0-3, General Office District and C-3, General Commercial District?) 5. What is the purpose of the service drive located behind building one? That typically implies an overhead door. 6. Provide the location for the dumpster facility for building one. Will the hours of dumpster service be limited? 7. Will the development be a single lot or two lots being proposed? 8. Provide details of the proposed signage including building signage. The site plan indicates the placement of maximum allowed per ordinance. The site currently zoned MF and the development is proposed as an office and commercial development. The signage allowed per these classifications is a broad range of sizes. 9. Provide details of any proposed perimeter fencing. Including the total height, location and construction material. 10. Building two is proposed as a two story building and appears to be an office development. Will the ground floor be retail in this building? The site plan indicates a drive-thru window. Is this for a pharmacy or a restaurant or pharmacy? 11. Clearly identify the proposed grading activities to take place on the site. Will grading activities take place with the development of the property to the east? Variancelwaivers: Public Works Conditions: 1. City of Little Rock Collections will not provide service to this development as stated in General Note #18. 2. A private drainage easement must be established for the proposed 72 inch storm drains and ditches. 3. An easement should be established for the existing sanitary sewer. Item # 6. 4. Repair or replace any curb and gutter or sidewalk that is damaged in the public right- of-way prior to occupancy. 5. A grading permit in accordance with Section 29-186 (c) and (d) will be required prior to any land clearing or grading activities at the site. Other than residential subdivisions, site grading and drainage plans must be submitted and approved prior to the start of construction. If advanced grading is requested a variance must be requested and then approved by the Planning Commission. 6. Show existing floodplain and floodway lines on the plan. 7. The 100 year flood elevation of 308 appears to be incorrect. 8. Storm water detention ordinance applies to this property. Show the proposed location for storm water detention facilities on the plan. 9. If disturbed area is one (1) or more acres, obtain a NPDES storm water permit from the Arkansas Department of Environmental Quality prior to the start of construction. 10.A special Grading Permit for Flood Hazard Areas will be required per Section 8-283 prior to construction. 11. Due to the relocation of the floodway, a conditional letter of map revision must be approved by FEMA prior to issuance of a grading and/or building permits. A final letter of map revision must be approved prior to issuance of a certificate of occupancy. 12. Alteration of the water course will require approval from the Little Rock District of the US Army Corps of Engineers prior to start of work. 13. The minimum Finish Floor elevation of at least 1 foot above the base flood elevation is required to be shown on plat and grading plans. 14. In accordance with Section 31-176, floodway areas must be shown as floodway easements or be dedicated to the public. In addition, a 25 foot wide access easement is required adjacent to the floodway boundary. 15. Obtain permits prior to doing any street cuts or curb cuts. Central Arkansas Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. Please submit pians for water facilities and/or fire protection system to Central Arkansas Water for review. Contact Central Arkansas Water regarding procedures for installation of water facilities and/or fire service. Approval of plans by the Arkansas Department of Health Engineering Division and Little Rock Fire Department is required. Fire sprinkler systems which do not contain additives such as antifreeze shall be isolated with a double detector check valve Item # 6. assembly. Planning Division: This request is located in the Chenal Planning District. The Land Use Plan shows Mixed Office Commercial and Park/Open Space for this property. The applicant has applied for a long form PCD for a mixed development of office and commercial uses. The request does not require a change to the Land Use Plan. Master Street Plan: Rahling Road is a Principal Arterial. The primary function of a Principal Arterial is to serve through traffic and to connect major traffic generators or activity centers within urbanized areas. Entrances and exits should be limited to minimize negative effects of traffic and pedestrians on Rahling since it is a Principal Arterial. La Grande is shown as a Collector. The primary function of a Collector Street is to provide a connection from Local Streets to Arterials. These streets may require dedication of right-of-way and may require street improvements for entrances and exits to the site. Bicycle Plan: A Class I is shown along Rahling Road. A Class I bikeway is built separate from or alongside a road. Additional paving and right of way may be required. Neighborhood Action Plan: This area is not covered by a Neighborhood Action Plan. Landscape, 1. The site plan must comply with the City's landscape and buffer ordinance requirements. 2. The zoning street buffer requirements are being met along both La Grande Drive and along Rahling Road. 3. This sites combined parking numbers exceed one hundred and fifty spaces; therefore, the interior islands need to be a minimum of three hundred square feet (300) in area to receive credit towards the landscape ordinance requirements. Also, there will need to be additional interior islands on the site to meet the evenly distributed section of the ordinance. 4. An automatic irrigation system to water landscaped areas will be required. 5. Prior to the issuance of a building permit, it will be necessary to provide an approved landscape plan stamped with the seal of a Registered Landscape Architect. 6. The City Beautiful Commission recommends preserving as many existing trees as feasible on tree covered sites. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger. Item # 6. Revised plat/plan: Submit four (4) copies of a revised preliminary plat/plan (to include the additional information as noted above) to staff on Wednesday, July 23, 2008. Item # 6.
