BACKGROUND: NUMBER OF LOTS: 1 FT. NEW STREET: 0 ALLOWED USES: PROPOSED USE: Apartment Complex Commercial On December 2, 1986, the Board of Directors passed Ordinance No. 15,210 rezoning this property from C-4 to PRD to allow a multifamily residential development. The approved plan included the following: Phase I - 20 one -bedroom apartment units - 30 parking spaces - access drive from Geyer Springs Road Phase II - 20 one -bedroom apartment units - 30 parking spaces The overall site plan included a total of four (4) buildings, which were to be two-story frame construction. A copy of the approved site plan is attached. To this date, no portion of the previously approved apartment complex has been developed. The approved PRD expired on December 2, 1989 and has never been officially revoked. The Geyer Springs, Wakefield and Meadowcliff/Brookwood Neighborhood Associations were notified of the revocation FILE NO.: Z-4747 (Cont.) request. Staff has received no comment from the associations, as of this writing. B. PROPOSAL: The property owner, John Crockett, submitted a letter to staff on September 28, 2000, requesting that the expired PRD be officially revoked and the property revert to its original C-4 zoning. C. STAFF RECOMMENDATIONS: Staff recommends that the PRD be revoked; that Ordinance No. 15,210 be repealed and that the property be returned to C-4 Open Display District as previously existed. PLANNING COMMISSION ACTION: (NOVEMBER 9, 2000) Staff presented a positive recommendation on the application, as there were no further issues for resolution. There were no objectors present. The Chairman placed the item before the Commission for inclusion within the Consent Agenda for approval. A motion to that effect was made. The motion passed by a vote of 8 ayes, 0 nays and 3 absent. STAFF REGQMMEN AT�ON-- Approval of the revised plan. The applicant originally submitted a plan consisting of 48 units. Staff asked that the number of units be reduced, since it was established policy to support such high densities only in more urbanized areas. Issues/Discussion/Legal/Technical/Design Density related to livability and open space. D. Engineering Comments Provide minimum floor elevations for 100 year flood on final plat. E. Staff Recommendation Approval, subject to restricting density to 24 units per acre. The applicant has explained that he does not feel that the project is too dense, due to the fact that many of the units will be one bedroom apartments. Staff would like to, however, remain loyal to the established policy of supporting such a high density only in urbanized areas of the City. Z-4747 - Continued SUBDIVISION COMMITTEE REVIEW: Staff requested that the applicant redesign the plan to a density of 24 units per acre and provide more open space. The applicant explained that he is providing a plan with 30 units per acre and one bedroom, not efficiency units. He felt that the area should not be described as "peripheral," since Geyer Springs is being widened to four lanes; and that open space needs were being provided by the easement through the middle of the site. PLANNING COMMISSION ACTION: The applicant was not in attendance. No one objected. A motion for approval subject to Engineering's approval of the landscaping and the drainage easement was made and passed by a vote of 8 ayes, 0 noes, and 3 absent.
