HomeMy WebLinkAbout15955 1 RESOLUTION NO. 15,955 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO TRANSFER 4 FIVE HUNDRED THOUSAND DOLLARS ($500,000.00), FROM THE 5 CONTINGENCY FUND TO A NEW DISASTER RELIEF FUND, IN 6 RESPONSE TO THE MARCH 31, 2023, TORNADO THAT PASSED 7 THROUGH THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR 8 OTHER PURPOSES. 9 10 WHEREAS,on March 31,2023,the City of Little Rock,Arkansas,(City) suffered severe destruction 11 and widespread property damage from an EF3 tornado;and, 12 WHEREAS,the severe weather conditions made some of the roads unsafe to drive and can impede the 13 ability to provide necessary and timely emergency response; and, 14 WHEREAS,approximately 2,648 structures that consisted of residences and businesses were damaged 15 throughout the City; and, 16 WHEREAS, also on March 31, 2023, Governor Sarah Huckabee Sanders issued a Declaration of 17 Emergency for the State of Arkansas and activated the Arkansas National Guard; and, 18 WHEREAS,emergency measures were taken to respond to a disaster in order to minimize the loss of 19 life, destruction of property and alleviate hardship or suffering caused thereby; and, 20 WHEREAS, on April 1, 2023, Mayor Frank Scott, Jr. declared the Cityto be a State of Emergency, Y, 21 entitled to aid relief, aid assistance, and directed the implementation of the City Emergency Response 22 Framework. 23 NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 24 OF LITTLE ROCK,ARKANSAS: 25 Section 1. The City Manager is authorized to transfer Five Hundred Thousand Dollars($500,000.00) 26 from the Contingency Fund,Account No. 108129-S 10C 139, to a new Disaster Relief Fund,Account No. 27 S100535-Disaster Relief 2023 Tornado, to address needs in the City, including debris removal, over-time 28 pay for first responders and other city employees who responded to the tornado, and for other purposes 29 related to the tornado. 30 Section 2. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph, 31 subparagraph,item,sentence,clause,phrase,or work of this ordinance is declared or adjudged to be invalid 32 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the ordinance 33 which shall remain in full force and effect as if the portion so declared or adjudged invalid or 34 unconstitutional was not originally a part of this ordinance.
