3 A RESOLUTION TO EXTEND THE SOUTH MAIN (SOMA)
4 TEMPORARY ENTERTAINMENT DISTRICT, FOR ONE (1)-DAY ON
5 APRIL 29,2023; AND FOR OTHER PURPOSES.

7 WHEREAS, on July 23, 2019, the Board of Directors of the City of Little Rock, Arkansas, passed
8 Little Rock, Ark., Ordinance No. 21,761, as amended, which permitted the creation of a Temporary
9 Entertainment District pursuant to Arkansas State Law and City Ordinance; and,
10 WHEREAS,the City Board of Directors has determined the creation of a Temporary Entertainment
11 District as proposed by Ordinance No. 21,761 as amended is appropriate as recommended by the Planning
12 &Development Department.
13 WHEREAS, the City Board of Directors adopted Resolution No. 15,465 (June 15, 2021), the South
14 Main (SOMA) Temporary Entertainment District, for approximately thirteen (13) consecutive weeks,
15 starting on September 19, 2021, and ending on June 18, 2021. The hours of operation for the SOMA
16 Temporary Entertainment District were from 11:00 AM- 10:00 PM,on Sundays,Tuesdays, Wednesdays,
17 Thursdays,Fridays and Saturdays.
18 WHEREAS, the City of Little Rock has received an application to extend the Temporary
19 Entertainment District for one(1)-day on April 29,2023,with the hours of operation from 8:00 AM— 11:00
20 PM;and,
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS.
23 Section 1.The South Main(SOMA)Temporary Entertainment District is hereby extended by the City
24 of Little Rock as a Temporary Entertainment District on Tuesday,April 4, 2023,and subject to Ordinance
25 No. 21,761 as amended and its defined terms.
26 Section 2. Boundaries. The South Main(SOMA)Temporary Entertainment District boundaries are
27 particularly described as a half block east and west of Main Street bounded on the north by 12t Street and
28 continuing south to 17t Street including the full right-of-ways of said road.
29 Section 3. Timeframe. The South Main (SOMA) Temporary Entertainment District shall be
30 designated as a Temporary Entertainment District upon the adoption of this resolution and shall expire after
31 approximately thirteen (13) consecutive weeks, starting on September 19, 2021, and ending on June 18,
32 2021.The hours of operation for the South Main(SOMA)Temporary Entertainment District are from 11:00
33 AM- 10:00 PM,on Sundays,Tuesdays,Wednesdays,Thursdays,Fridays and Saturdays.The City reserves
34 the right to amend boundaries and hours of operation at its sole discretion.

1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
5 resolution.
6 Section 5. Repealer.All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
7 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
