Moore SYNOPSIS The request is a reclassification from I-2, Light Industrial District and PCD, Planned Commercial Development, to PD -C, Planned Development Commercial, to allow the development of a convenience store, with gas pumps and a detached fuel canopy. FISCAL IMPACT None. RECOMMENDATION Staff recommends approval of the requested PD -C zoning. The Planning Commission voted to recommend approval of the PD -C zoning by a vote of 10 ayes, 0 noes and 1 absent. BACKGROUND Ordinance No. 15,919 adopted by the Little Rock Board of Directors on August 21, 1990, rezoned the site from I-2, Light Industrial District to PCD, Planned Commercial Development, to recognize the existing convenience store and carwash and to allow an expansion of the buildings. Landscaping along Cantrell Road was to be restored even if placed within the City right of way. BACKGROUND CONTINUED The existing Doublebee's Store #116 contains petroleum contaminated soils and is proposed to be remediated. The store is located at 2406 Cantrell Road, approximately 0.05 miles northeast of the intersection of Cantrell Road and Riverfront Drive. The proposed remediation of the site will include the removal of the gas pump canopy, convenience store and underground storage tanks followed by the excavation and disposal of contaminated soils at an approved landfill. The owner desires to relocate the convenience store and gas pump canopy to the adjacent property located at 2420 Cantrell Road and redevelop the entire site. The request is a reclassification from I-2, Light Industrial District and PD -C, Planned Development Commercial, to PD -C, Planned Development Commercial, to allow the development of the proposed convenience store and fuel canopy. The Planning Commission reviewed the proposed PD -C request at its March 16, 2017, meeting and there were no registered objectors present. All property owners located within 200 -feet of the site along with the Riverside Neighborhood Association, the Capitol View Stifft Station Neighborhood Association and the Hillcrest Residents Association were notified of the public hearing. Provide notification of the property owners located within 200 -feet of the site including the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than March 1, 2017. The Office of Planning and Development must receive the proof of notice no later than March 10, 2017. These items are attached with this response. 2. Provide the proposed signage plan including building and ground signage. The plan should include the location total height and total sign area for ground signage. The location and square footage of any building signage. Provide details of the proposed canopy signage, location total percentage of the canopy fagade. The existing ground signage located on the southeast corner of the property is to remain. Additional signage is described in Site Legend numbers 09 through 12. 3. Provide details of any proposed fencing and walls. Provide the construction materials, total height and location. A 6' high by 12' x 23' CMU Dumpster Enclosure will utilize 6' high metal doors. See Site Legend number 07. 4. All dumpsters located on the site must be properly screened. The dumpster is indicated along the street side of the development. Provide a note on the site plan indicating the proposed screening mechanism. Provide the dumpster service hours. Staff recommends the hours be limited to 7 am to 6 pm Monday through Friday. A 6' high by 12' x 23' CMU Dumpster Enclosure will utilize 6' high metal doors. See Site Legend number 07. 5. Provide a site lighting plan. All site lighting must be low-level and directional, aimed downward and into the site. The proposed site plan will comply with this request, see General Note A. 6. Provide a development schedule indicating the approximately date when construction of the planned unit development or stages of the planned unit development can be expected to begin and be completed. Construction on the proposed project will occur as soon as possible and be completed in approximately 6 months. 7. Provide the maximum building height in the general notes section of the site plan. The maximum building height of 22' 1-1/2" has been added to the updated site plan. 8. Do future plans include the placement of a carwash on the site? If note the location on the site plan. Future plans do not include the placement of a carwash. 9. Indicate the location of structures and structure dimensions, dimensioned distances between buildings and distances from structure to property line. See updated site plan. 10. The plan indicates a drive-through window on the south side of the building. Provide the location of the order board, pre order board and/ or speaker. Provide a sight plan drawn to scale on a D size sheet. The current plan is too small and cannot be scaled. The updated site plan is on D sized sheets. 2. Cantrell Road is classified on the Master Street Plan as a principal arterial with special design standards. Dedication of right-of-way to 45 feet from centerline will be required. Due to the property being located at an arterial/arterial intersection, an additional 10 feet of right-of-way should be dedicated for a right turn lane.
