North - Single Family and Church, Zoned "R-2" South - Single Family, Zoned "R-2" East - Single Family, Zoned "R-2" West - Single Family, Zoned "R-2" PLANNING CONSIDERATIONS: 1. The request is to rezone the property from "R-2" to "R-4" to permit a duplex or a two-family structure. It is the staff's understanding that the existing residence will be converted into a duplex should this application be approved. That is all that can be done with an "R-4" classification because the definition of two-family -is "two attached dwelling units on one lot each occupied by not more than one family." The site is situated in an area that is primarily residential with a mixed development pattern along Baseline Road to the north. The majority of the area is zoned "R-2" and that includes nonresidential uses on Baseline Road. To the south of the property, there is some "R-5" zoning with the majority of the lots occupied by multifamily units. That zoning was accomplished approximately 10 to 12 years ago and has not had a visible impact on the single family area. 2. The site is .75 acres in size with the residence located at the rear of the lot. There is also an accessory building situated behind the house. 3. " There have been no adverse comments received from the reviewing agencies as of this writing. 5. There are no legal issues. 6. There is documented history or neighborhood position on the site. 7. The recently adopted Geyer Springs East District Plan identifies the area directly to the north for mixed density residential and the properties including the lot under consideration for continued single family use. Staff feels that a duplex use provides a reasonable transition between a medium density development and a single family neighborhood and supports the "R-4" request. The rezoning or use will not have any impact on the area because of the size of the lot and the limited number of uses permitted in the "R-•4" District. STAFF RECOMMENDATION: Staff recommends approval of the "R-4" rezoning. PLANNING COMMISSION ACTION: The applicant was present. There were no objectors. A motion was made to recommend approval of the rezoning. The motion was approved by a vote of 9 ayes, 0 noes and 2 absent.
