HomeMy WebLinkAboutZ-4685 Staff AnalysisJuly 8, 1986 SUBDIVISIONS Item No. 18 NAME: Pilgrim Valley Baptist Church Conditional Use Permit (Z-4685) LOCATION: The East Side of Wolfe Street Just South of West 18th Street (1821 Wolfe Street) OWNER/APPLICANT: Pilgrim Valley Baptist Church/ Reverend William Fields PROPOSAL: To construct a 910 square feet Sunday School classroom addition to an existing church (100 capacity) and to pave the access drive and 16 parking spaces (request 15 -month delay on pavement) on land that is zoned "R-2." ORDINANCE DESIGN STANDARDS: 1. Site Location Adjacent to'a residential street (Wolfe Street). 2. Compatibility with Neighborhood This property is surrounded by residential uses on all four sides with a duplex located on the south. The church is an existing facility, and the proposed expansion will be screened by the existing heavy vegetation. This proposal is compatible with the surrounding area. 3. On -Site Drives and Parkin A 20' access drive and unpaved parking (rear of church) currently serve this site. The applicant is proposing to pave the access drive and 16 parking spaces. July 8, 1986 SUBDIVISIONS Item No. 18 - Continued 4. Screening and Buffers The applicant is proposing to use the existing fence and vegetation as screening. 5. Analysis The staff does not foresee any adverse impact to the surrounding area due to this proposal. The applicant has stated a desire to defer driveway and parking improvements for 15 months. The ordinance also requires 20 paved parking spaces. The variance request, therefore, is for a 15 -month delay in improvements and a reduction of four parking spaces. The staff does not have any problem with the applicant's variance request on parking. The fact that the church is making a commitment to meet City standards (paving 15 -month delay) is not out of line with past Board of Directors' actions. The request of the reduction of spaces (four) is acceptable. The four additional required spaces could be built but only in the church's front yard. The staff feels that the pavement of the front yard would not enhance the existing facility. 6. City Engineering Requirements None. 7. Staff Recommendation Staff recommends approval subject to the Commission's approval of the applicant's variance request for parking. SUBDIVISION COMMITTEE REVIEW: The applicant was present. The Committee discussed the variance issue at length. No conclusion was reached with regard to the church's parking variance request. The Commission voted 8 ayes, 0 noes and 3 absent to approve the application as recommended by the staff, including the proposed parking variance.
