Rhodes #1 Trigon Place Lot 1, Trigon Addition I-2 A variance is requested from the height restrictions of Section 36-201 to permit construction of a 150 foot tall transmission tower. The ordinance limits steel ground - mounted towers to 75 feet in height. Justification: Multi Market Radio (KOLL 95FM) is proposing to locate their offices and studio in the Trigon Office building. This 150 foot tall tower housing a low power (10 watt) studio transmitter link is necessary to transmit studio program material from this site to the 100,000 watt primary transmission tower located near Redfield. Present use of Property: Engineering Offices and an Alltel, 145 foot tall, monopole cellular tower Proposed ❑se of Property: Same as above with the addition of a radio station studio and a 150 foot tall, guy wire, structural steel tower. Staff Report: A. Engineering Issues: The City Engineer has approved the placement of the guy wire which extends onto Lot 2, Trigon Addition which is also owned by the applicant. April 24, 1995 00 B. C. .. 2 (Cont. Staff Analysis: The applicant proposes to place a 150 foot tall, structural steel tower on this I-2 zoned property. The Ordinance limits steel ground -mounted towers to 50 feet in height. Multi Market Radio is proposing to locate their offices and studio in the Trigon Office building located on this site. The proposed tower is necessary to transmit studio program material from this site to the primary transmission tower located near Redfield. The property is located west of the short segment of Sibley Hole Road which extends north of Baseline Road. Much of the property in the immediate vicinity is undeveloped and heavily wooded. The I-430 right-of-way lies west of the site and a large tract of land occupied by a maintenance division of the Arkansas Highway Department is located across Sibley Hole Road to the east. Zoning in the general vicinity is either R-2 or I-2. On April 25, 1994, the Board of Adjustment approved a height variance to allow Alltel Mobile Communications to erect a 145 foot tall cellular tower on this same site. The proposed 150 foot tall radio station tower is to be located between the Alltel tower and the interstate right-of-way. The visual impact of this second tower will be lessened by virtue of the fact that the Alltel tower is already in place. Staff feels that the possible neighboring properties will be supports the application. Staff Recommendation: impact of this second tower on negligible and, as such, Staff recommends approval of the requested height variance. BOARD OF ADJUSTMENT (APRIL 24, 1995) The applicant, Jimmy Rhodes, was present. There were no objectors present. Staff presented the item and a recommendation of approval. Staff informed the Board that the applicant had amended his application to request approval of a 150 foot tall, self-supporting tower. The tower's location had been moved to a landscaped area located directly north of the building. Staff recommended approval of the amended tower type and location. Mr. Rhodes addressed the Board and stated that the self-supporting tower was safer than that originally requested. In response to a question from the Board, Mr. Rhodes stated that there would be no impact on the existing Alltel tower. 2 April 24, 1995 Item No.: 2 _ Cont. Mark Alderfer asked if the proposed tower would fit in the proposed new location. Mr. Rhodes responded that it would. The proposed self-supporting tower has a base area of 6 feet by 6 feet by 6 feet. The landscape area where the tower is proposed to be located is approximately 20 feet by 20 feet. In response to a question from Kirby Rowland, Mr. Rhodes stated that the tower would be of a steel lattice -work design. A motion was made to approve the requested height variance for the tower, with the amended design and location. The motion was approved with a vote of 8 ayes, 0 noes and 1 absent. 3
