Based on the age of your house, do you have metal windows? The guidelines state on page 52: "However, if replacement is necessary due to severe deterioration, the replacements should match, as closely as possible, the original in materials and design." They did not have vinyl windows when your house was built. Are your windows severely deteriorated or just leaky and drafty? That could be remedied with reg lazing, a proper maintenance technique, which could be taken care of without a public hearing. Have you considered storm windows? That would require a public hearing, but would maintain the historic windows in your house. This would also reduce drafts, if this is your issue. The commission has said on numerous occasions that they do not approve 100% vinyl windows (PVC). They have voted on approving wood windows with a vinyl or metal cladding on the outside. But each case is different and the commission does not set precedence. Please file for a COA with this department before any work starts. Remember me!!! Anyway Brian, I want to install replacement windows for my house. My desire is to replace the existing windows with 100% vinyl windows, similar in appearance to the ones that are already there. I need to find out what the rules are concerning replacement windows.
