To revise an earlier approved
conditional use permit to allow for
an expansion of the parking lot.
The applicant also wishes to modify
the previously approved parking lot
design and reduce the size of the
education building addition.
The site is generally located south of Highway 365 and east
of the Granite Mountain neighborhood, on the north side of
Simpson Street.
2. Compatibility with Neiahborhood
The church has existed at this site for many years. The
majority of the neighborhood is single family residential.
There are single family homes on either side of this site
and a large vacant R-2 zoned tract, which the church owns,
adjacent to the north. At each end of Simpson Street are
small churches and the site of the former Granite Mountain
School is located one block west. The proposed addition and
parking lot expansion are compatible with the neighborhood.
3. On -Site Drives and Parking
There is an existing parking lot on the east side of the
church. The applicant is proposing to construct a new
parking lot for 31 spaces with one being designated as
handicapped.
4. Screening and Buffers
The applicant must comply with the City's landscape and
buffer ordinances. The residential properties to the west
and northwest must be adequately screened from the proposed
new parking lot. The proposed site plan shows a shortage of
just over 200 square feet in required interior landscaped
space.

7. Analysis
On March 11, 1986, a conditional use permit was approved
this site allowing for the construction of a 3,200 square
foot education building addition and the construction of
22 space parking lot.
Since that time, no action has been taken and the site
exists as it did in 1986. The applicant now requests a
revision of that conditional use permit which reduces the
size of the addition to 2,480 square feet and expands the
parking lot onto an adjacent 45 foot wide lot, which the
church has recently purchased. The finished parking lot
will have 31 spaces.
8. Staff Recommendation
for
a
Staff recommends approval of this application subject to
compliance with the City's landscape and buffer ordinances.
SUBDIVISION COMMITTEE COMMENT:
(JANUARY 7, 1993)
The applicant was not present. Staff presented the item and
explained the differences between the proposal and the previously
approved site plan.
The Committee determined that there were no outstanding issues
and forwarded this item to the full Commission for final
resolution.
PLANNING COMMISSION ACTION:
(JANUARY 26, 1993)
The applicant was present. There were no objectors present.
Dana Carney of the Planning staff presented the item and a staff
recommendation of approval. He gave some background on the
previous Planning Commission Action in 1986, and outlined the
proposed revisions to that previously approved conditional use
permit. Mr. Carney informed the Commission that the applicant
had submitted a revised site plan in compliance with those items
of concern noted in the staff recommendation. The Commission was

then informed that the notices to adjacent property owners had
been sent out 13 days prior to the meeting, and not 15 days as
required by Planning Commission bylaws.
After a brief discussion, a motion was made to waive the bylaw
requirement and to approve the application as revised. The
motion passed by a vote of 10 ayes, 0 noes and 1 absent.

Dear Mr. Tapley:
At its January 26, 1993 meeting, the Little Rock Planning
Commission approved your application for a conditional use permit
for Mt. Calvary Missionary Baptist Church at 1900 Simpson Street.
This approval is subject to your compliance with the site plan as
approved by the Planning Commission at its January 26, 1993
meeting.
Based on this approval, you may obtain a building permit. Please
be advised that there is a 30 day appeal period and any permits
obtained or construction performed during this 30 day period is
done at your own risk.
