Site Plan Review STAFF REPORT Attached are the prelimiary comments of the staff on the plans submitted by U.P.S. to mitigate the loss of trees on their property. As you may recall, the Commission discussed with Mr. Poorian of U.P.S., the actions taken by his firm which violated the plan requirements of the Commission. Mr. Poorian was instructed to develop a mitigation plan for review by the staff, Subdivision Committee, and Commission. He requested such a plan from the project architect. However, the plan could not be submitted in time for the Subdivision Committee Meeting. Ken Scott of Public Works was on the day they were received, comments. Those comments are attached. STAFF RECOMMENDATION furnished copies of the plan August 5th, and has prepared That the plans submitted be accepted with modifictions as suggested by Mr. Scott. We do not feel that this totally replaces the loss, but will provide some long-term benefits if maintained. PLAN A 1. Continue the second row of trees along Fourche Dam Pike eastward to the limt of construction. The remaining portion of the 100 ft. strip is to be seeded with grass. Proposed trees must be 2" in caliper at planting. 2. All shrubs along Fourche Dam Pike are to be planted 18" in height at installation and 3 feet apart on center between the pecan trees. 3. Provide a 4 ft. planting strip along the street side of the employee parking lot. Provide a shrub every 3 ft. apart, 18" in height at installation. A. Six percent of the interior area must be landscaped. 4. Provide a tree every 40 ft. along south property line in addition to a shrub every 10 ft. where Board of Adjustment waivered the screening fence. June 10, 1986 SUBDIVISIONS Item No. 15 NAME: United Parcel Service Site Plan Review (Z -4577-A) LOCATION: On Fourche Dam Pike just east of Lindsey Road (5501 Fourche Dam Pike) OWNER/APPLICANT: PROPOSAL: United Parcel Service/Harwood K. Smith and Partners, Mike Vela To construct a 211,000 square foot distribution warehouse facility (31,000 square feet is office space) with 482 automobile parking spaces (includes 19 visitor parking spaces in a separate area) and various staging, parking and washing facilities for trucks and underground fuel storage tanks on 43.8+ acres of land that'is zoned "I-1"/"OS." ANALYSIS: This property is adjacent to the recently constructed relocated Fourche Dam Pike and is surrounded on three sides by vacant land and by some scattered single family uses located to the northeastThe staff supports the proposal . but does, however, need revised site plan that ncludes the entirety of the property, and also includes 25 feet landscaped strip alon the boundary streets (Fourche Dam Pike Relocated), and P6 feet screening fence along the entire south property line as required by ordinance.0 The revised site plan should include the 100 feet open space on the north and east.© The staff also recommends that the open space remain undisturbed (Pecan Orchard) to act as a buffer to the single family uses located to the north and the east. City Engineering Comments The applicant needs to: (lfdedicate and construct Fourche Dam Pike (north side) to collect o street standards for the length of the property a2) dedicate and construct Fourche Pam Relocated to industrial collector street standards (total of 22 feet of pavement on the east side adjacent to this property); and (3)(Prelocate the northernmost entrance on Fourche Dam Pike Relocated approximately 50 feet to the south (consult with the City Traffic Engineer). STAFF RECOMMENDATION: Approval, provided the applicant agrees to: (1) submit a revised site plan which includes the entirety of the property showing the full 100 feet buffer area (undisturbed), a relocated northernmost drive, and 25 feet landscaped strip along Fource Dam Pike Relocated and a 6 feet screening fence along the entire south property line; and (2) comply with City Engineering comments numbered 1, 2 and 3.
