A. PROPOSAL RE UEST:
This application consists of a short -form PCD for "bank
and Business" 10,000 sq. ft. expansion project.
B. EXISTING CONDITIONS:
The site currently is occupied by a present business;
office and warehouse buildings.
C. ENGINEERING COMMENTS:
Excavation and detention ordinances apply. (This
addition may be displacing an existing detention pond.)
Applicant should provide documentation that the Little
Rock Fire Marshall approves of the fire access to the
expanded site as proposed.
D. ISSUES/LEGAL/TECHNICAL/DESI_GN:
This PCD filing is rather sketchy in nature with a
failing of several important elements, one being a
proper survey of the site. The site plan is only
partially dimensioned, thereby leaving too many
elements to question.

E. ANALYSIS•
The Staff feels that this PCD filing is of such a
nature that a proper review cannot be accomplished at
this time. We would suggest that the applicant request
a deferral until the next scheduled meeting in order to
address the issues pointed out above.
F. STAFF RECOMMENDATION:
Staff recommends deferral of this application to March
26 meeting.
SUBDIVISION COMMITTEE MEETING (January 31, 1991)
The applicant was present. The Planning staff presented its
recommendation on the current proposal. The staff outlined
the missing elements of the PCD submittal. They also
encouraged the applicant to bring those materials for staff
review before the February 12 meeting. The applicant stated
that he would try to provide the survey and letter before
the Planning Commission meeting.
PLANNING COMMISSION ACTION (February 12, 1991)
Staff informed the Commission that the item needed to be
deferred to allow additional time to address the staff
recommendation. A motion was made to defer this item to the
March 25, 1991, meeting. The motion was approved by a vote
of 10 ayes, 0 nays, and 1 absent.
PLANNING STAFF REPORT
The Staff has had little contact with the applicant, Mr.
Hearnsberger, since the Planning Commission meeting on
February 12, 1991. We expect that the applicant will
produce all additional materials and attempt to deal with
the issue at the Subdivision Committee meeting.

SUBDIVISION COMMITTEE COMMENTS: (March 14, 1991)
The application was represented by Mr. Bill Hearnsberger.
The Staff presented its recommendation. Mr. Hearnsberger
responded to several questions posed concerning street
improvements, detention, and landscape. Mr. Hearnsberger
indicated that he would show the amount of r/w on the plat,
bring copies of the letter showing in -lieu contribution for
street improvements that was paid at Phase I of the
development and Plat 100' open space strip on the south.
Mr. Hearnsberger further indicated that he would respond on
the above issues to the Planning Staff by March 26, 1991.
PLANNING COMMISSION ACTION (March 26, 1991)
The applicant was not present. The letter from Mr.
was made available to the Commission. The Commission
accepted the request of the developer for removal of this
item from the agenda. A motion was made for withdrawal of
this item as requested, without prejudice, in order to
permit refiling within one year, if necessary. The motion
passed by a vote of 8 ayes, 0 nays, and 3 absent.
