3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO CONTRACTS WITH TWO (2) ORGANIZATIONS, IN A TOTAL
5 AMOUNT NOT TO EXCEED FOUR HUNDRED TWELVE THOUSAND,
6 FIVE HUNDRED DOLLARS ($412,500.00), TO PROVIDE PREVENTION,
7 INTERVENTION AND TREATMENT FUNDS FOR POSITIVE
8 PREVENTION PROGRAMS FOR 2023, AS ENDORSED BY THE
9 COMMISSION ON CHILDREN, YOUTH AND FAMILIES; AND FOR
10 OTHER PURPOSES.

12 WHEREAS, as part of the continued efforts to fund special programs with Prevention and
13 Intervention Dollars that will benefit children,youth and families within the City;and,
14 WHEREAS, Positive Prevention Programs are part of the Prevention and Youth Intervention
15 Programs conducted by non-profit and faith-based organizations which may be located anywhere within
16 the City; and,
17 WHEREAS,after the issuance of two(2) Requests for Proposals (RFPs)for these services, a total of
18 two (2) applicants responded to Bid No. 1906 — Positive Prevention Programs Ages six (6) - twelve (12)
19 and a total of two(2)applicants responded to Bid No. 1904—Positive Prevention Programs Ages thirteen
20 (13)—eighteen(18); and,
21 WHEREAS, review committees met to evaluate the qualifications and responses of the various non-
22 profit and faith-based organizations, of which two (2) applicants met the minimum scores for funding
23 consideration; and,
24 WHEREAS, at their January 13, 2023, Meeting, the Commission on Children, Youth and Families
25 voted to endorse month contracts contingent upon the approval of the Board of Directors; and,
26 WHEREAS, upon the formal adoption of this resolution, contracts will be negotiated, finalized, and
27 executed with the organizations.
28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTLE ROCK,ARKANSAS:
30 Section 1. The City Manager is authorized to enter into contracts with the following two (2)
31 organizations listed to provide Positive Prevention Programs in an amount not to exceed Eighty-Two
32 Thousand, Five Hundred Dollars($82,500.00)per program.

2 Section 2. Funds for these programs are available from the 2023 Prevention, Intervention and
3 Treatment(PIT) Special Project Budget Allocation, Account No. 108159—S 15C376.
4 Section 3. The term for each contract listed in Section 1 of this resolution shall be for a period no
5 longer than eleven (11)months. The programs will operate between February 1, 2023,through December
6 31, 2023, with the final report due January 31, 2024, with an understanding that the City ratifies, accepts,
7 and will compensate any work done between February 1, 2023, and the effective date of the approved
8 contract. Upon mutual agreement,the initial contract may be extended for up to two(2)additional twelve
9 (12)-month terms of a calendar year (January 151 - December 31st), or a portion thereof, based on
10 satisfactory performance and availability of funds for an amount not to exceed Ninety Thousand Dollars
11 ($90,000.00)per contract per calendar year.
12 Section 4. All payments are conditioned upon entry into contracts for services that are in a form
13 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to
14 offer similar services to any vendor during 2023 if, in its sole discretion, it decides to do so.
15 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
16 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
17 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and
18 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
19 resolution.
20 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent
21 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
