3 A RESOLUTION TO AMEND LITTLE ROCK, ARK. RESOLUTION NO.
4 15,674 (MAY 3, 2022), TO AUTHORIZE THE CITY MANAGER TO
5 INCREASE THE SUBAWARD PRICE WITH THE UNIVERSITY OF
6 ARKANSAS, IN AN AMOUNT NOT TO EXCEED TWO HUNDRED
7 TWENTY-FOUR THOUSAND, SEVEN HUNDRED FIFTY-TWO
8 DOLLARS ($224,752.00), TO ACCOUNT FOR ADDITIONAL DATA
9 COLLECTION AND ANALYSIS; AND FOR OTHER PURPOSES.

11 WHEREAS,the City of Little Rock,Arkansas("City")applied for and was awarded a Byrne Criminal
12 Justice Innovation Program grant from the Department of Justice in the amount of One Million Dollars
13 ($1,000,000.00)for a project entitled"Community Schools as a Hub for Promoting Personal Resilience and
14 Neighborhood Empowerment"which will assist the students of Stephens Elementary School,their families,
15 and surrounding community("Project");and,
16 WHEREAS,the Mayor and Board of Directors approved the subaward with University of Arkansas
17 to conduct analysis and provide guidance on a model to: 1)reduce in-school related disciplinary actions;2)
18 align resources with needs for parents and students; and 3) to develop a sustainable model within the
19 Community School Model for violence reduction and community involvement that can be used in other
20 Little Rock Schools; and,
21 WHEREAS, the subaward approved was for an amount not to exceed One Hundred Seventy-Five
22 Thousand,Three Hundred Forty-Nine Dollars($175,349.00).
23 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is authorized to amend the subaward with University of Arkansas to
26 increase the amount paid by the City not to exceed Two Hundred Twenty-Four Thousand, Seven Hundred
27 Fifty-Two Dollars($224,752.00).
28 Section 2. Funds for this subaward are allocated in the Byrne Criminal Justice Innovation Program
29 grant from the Department of Justice,Account No. 270159-G 15DF213-63391.
30 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws, ordinances, resolutions, including but not limited to Little Rock, Ark.
4 Resolution No. 15,674 (May 3, 2022), or parts of the same, that are inconsistent with the provisions of this
5 resolution,are hereby repealed to the extent of such inconsistency.
