1. That he is the North Texas Regional Engineering Director of
Cellco Partnership, the general partner of Verizon Wireless Tennessee
Partnership, a Delaware general partnership, d/b/a Verizon Wireless;
2. That Verizon Wireless has submitted an application for a
building permit to the City of Little Rock, Arkansas to construct a wireless
communications facility at 12900 Cantrell Road, Little Rock, Arkansas (the
"Facility"); and
3. That Verizon Wireless will allow collocations with other
wireless communications providers on the Facility upon terms reasonably
satisfactory to Verizon Wireless and that the Facility will be constructed to hold
two (2) additional sets of antennae.

Site Justification Statement
We need to cover both the retail/commercial areas along Cantrell Road and the housing
up the hills to the south of Cantrell Road. This site will serve that purpose for the section
of Cantrell Road between Ives Road to the west and the wooded area west of Pleasant
Ridge Road to the east. This site is also well placed to cover the housing to the
southwest, south, and southeast into the hills that overlook the Pleasant Valley Country
Club.
Our only collocation opportunity in this area was the Central Arkansas Water water tower
up the hill to the north near Southridge Drive and Rivercrest Drive. Central Arkansas
Water is not allowing additional wireless carriers to collocate on their water towers.
Also, this water tower is already heavily loaded with wireless carriers and Central
Arkansas Water does not think it would structurally support another carrier. No buildings
in this area are tall enough to provide a suitable rooftop collocation opportunity. The
Little Rock Country Club at 4610 Sam Peck Road south of Cantrell Road was our
originally targeted location, but they do not have enough ground space available for the
tower and equipment cabinets. The Westside YMCA Family Center at 4701 Sam Peck
Road was also approached, but they had the same ground space limitations.
Our monopole tower will be suitable for and will be made available for collocation by
other wireless carriers.

Dana:
You recently inquired whether Verizon Wireless would need both the Ivesville and Pankey sites. Set
forth below is a detailed explanation for the need for both sites.
You are correct that a majority of Verizon Wireless' cell spacings in the Little Rock area are somewhat
further apart than these two sites. However, in this geographic area rough terrain areas and large
residential areas caused major problems in Verizon Wireless' buildout plan.
Going west along Cantrell Road from IH-430, there are several developed commercial areas separated
by densely wooded areas. Covering two commercial areas on both sides of a wooded area from a single
cell proved to be impossible.
