TATEMENT OF PROPOSAL:
Grace Community Church is proposing the development of one of the
out -parcels of the church's 3 lot subdivision. The church
proposes to gain approval of a one-story office building for use
as an insurance company claims office in order to consummate a
sale of the parcel. On -site parking and drives are proposed.
Access is to be gained both by way of the private entrance
boulevard which is to serve all three of the subdivision's lots,
and by a drive at the west edge of the property directly onto
Highway 10.
A. PROPOSAL1RE, UCH EST:
Review and approval by the Planning Commission is requested
of the site plan submitted by Grace Community Church for the
west out -parcel. Approval is sought in order to sell the
property for use as an insurance company claims office. A
one-story office building with a drive-thru for claims
handling, and on -site parking and drives, is proposed.
Access is requested by way of the common private drive at
the center of the subdivision, and by a drive at the west
side of the property directly onto Highway 10.
B. EXISTING CONDITIONS:
The site is presently undeveloped. Partial clearing has
occurred in the past. The site is now zoned 0-2, with

another 0-2 out -parcel of the development to the east. The
remainder of the Grace Community Church property to the
north is zoned MF-12 and it is planned for the church to
construct its new facility on that land. To the west is R-2
zoned property.
C. ENGINEERZNGIUTILITY COMMENTS:
Engineering indicates that the developer is to construct a
sidewalk along the Highway 10 frontage. The Engineering
Division reports that the western -most drive should
intersect Highway 10 at a 90 degree angle.
Water Works reports that a pro-rata front footage charge of
$15.00 per foot is applicable.
Wastewater Utility reports that a sewer main extension, with
an easement, is required.
Southwestern Bell Telephone Co. indicates that an easement
will be required.
ARKLA and the Fire Department returned the submittal
indicating that it was approved.
D. ISSUES LEGAL TECHNICAL DESIGN:
The site plan should show the areas devoted to landscaping.
The proposed perimeter treatments should be shown,
indicating screening, buffers, and landscaping. A
descriptive narrative is to be supplied indicating the
means anticipated to protect and maintain the buffers.
A topographic cross-section map of the site is required.
E. ANALYSIS•
It is anticipated that the deficiencies which remain in the
site plan exhibits can be remedied. The use made of the
site and the planning for the use appear acceptable.
F. STAFF RECOMMENDATIONS:
Staff recommends approval, subject to the site plan being
completed in conformance to Subdivision Ordinance standards.
SUBDIVISION COMMITTEE COMMENT: (June 24, 1993)
Mr. Joe White, the engineer for the project, was present. Staff
presented the item; Mr. White reviewed the plan and the proposal
with the Committee. The Committee commented on the deficiencies

HDIVISION COMMITTEE COMMENT: (June 24, 1993)
Mr. Joe White, the engineer for the project, was present. Staff
presented the item; Mr. white reviewed the plan and the proposal
with the Committee. The Committee commented on the deficiencies
noted in the discussion outline. Mr. white indicated that he
would correct the deficiencies and complete the documents prior
to the Planning Commission hearing. The Committee forwarded the
site plan to the Commission for review.
PLANNING COMMISSION ACTION: (JULY 13, 1993)
This item was included on the Consent Agenda for approval and was
approved without discussion in the vote to approve the Consent
Agenda. The vote was 10 ayes and no nays.
