3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO AN AGREEMENT WITH HYDCO, INC., IN AN AMOUNT NOT TO
5 EXCEED THREE HUNDRED TWENTY-TWO THOUSAND, SIX
6 HUNDRED SIXTY-TWO DOLLARS ($322,662.00), TO RENOVATE THE
7 BOARD OF DIRECTORS CHAMBERS AT LITTLE ROCK CITY HALL;
8 AND FOR OTHER PURPOSES.

10 WHEREAS,as a result of the COVID-190 Pandemic, in March 2020 all public meetings were moved
11 out of City Hall to alternate sites; and,
12 WHEREAS, from March 2020 through May 2021,the Little Rock City Board of Directors held their
13 weekly meetings at the William Still Ballroom at the Robinson Center before ultimately moving to The
14 Centre at University Park; and,
15 WHEREAS, staff has utilized the services of Lockeby & Associates, Inc., Architects to develop a
16 redesign of the current Board Chambers to accommodate for updated safety procedures and precautions;
17 and,
18 WHEREAS, pursuant to Bid Event No. 1965 the City received three (3) bids to complete the
19 renovation work; and,
20 WHEREAS, staff determined that HYDCO, Inc., was the lowest responsible and responsive bidder
21 with a total bid amount of Three Hundred Twenty-Two Thousand, Six Hundred Sixty-Two Dollars
22 ($322,622.00).
23 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is authorized to enter into an Agreement with HYDCO,Inc.,to complete
26 the renovation of the Board Chambers at Little Rock City Hall for a total contract amount not to exceed
27 Three Hundred Twenty-Two Thousand, Six Hundred Sixty-Two Dollars($322,622.00).
28 Section 2. Funding for this project is available from 108129-S 10C375.
29 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
33 resolution.

1 Section 4. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
2 hereby repealed to the extent of such inconsistency.
