3 A RESOLUTION TO APPROVE THE ISSUANCE OF THE EXTERIOR
4 PERMIT FOR SOLAR PANELS AT 2218 SOUTH SCHILLER, LITTLE
5 ROCK, ARKANSAS, DURING THE TEMPORARY MORATORIUM ON
6 THE ISSUANCE OF DEMOLITION PERMITS AND EXTERIOR
7 BUILDING PERMITS IN THE CENTRAL HIGH SCHOOL
8 NEIGHBORHOOD HISTORIC DISTRICT OF LITTLE ROCK; AND FOR
9 OTHER PURPOSES.

11 WHEREAS, the Little Rock Central High School and its surrounding neighborhood is of significant
12 historical,cultural, and aesthetic importance to the City of Little Rock("City"); and,
13 WHEREAS,the Central High Neighborhood Historic District("Central High District")was listed on
14 the National Register of Historic Places on August, 16, 1996; and,
15 WHEREAS, the Central High District has become an endangered historical resource suffering from
16 demolitions, property neglect, and inappropriate alterations, with twenty-three(23)historically significant
17 structures being lost through demolition since 2010, and the National Register designation of the Central
18 High District is now in jeopardy; and,
19 WHEREAS, the City is working to establish a Local Ordinance District pursuant to the authority
20 granted by the Historic Districts Act (Ark. Code Ann. §§ 14-172-201, et seq.) which has the same
21 boundaries as the Central High School Neighborhood Historic District; and,
22 WHEREAS,the Board of Directors approved Resolution No. 15,736 (July 19, 2022),to declare a six
23 (6)-month moratorium on the issuance of Demolition Permits and Exterior Building Permits in the Central
24 High School Neighborhood Historic District; and,
25 WHEREAS,Resolution No. 15,736 allows for an owner,authorized agent,or Contractor aggrieved by
26 the moratorium to place their application on the regular agenda of the Little Rock City Board of Directors
27 for permit review; and,
28 WHEREAS,the Board of Directors approved Resolution No. 15,861 (January 17,2023),to extend the
29 moratorium to April 19, 2023; and,
30 WHEREAS,the residential structure located at 2218 South Schiller Street, Little Rock, Arkansas, is
31 no longer a contributing structure to the Central High District due to various alternations; and,
32 WHEREAS, SVR Solar LLC ("Applicant") has submitted Solar Permit Application No. 202310978,
33 to install solar panels on the roof of the residential structure; and,

1 WHEREAS,National Register Staff at the Arkansas Historic Preservation Program confirm that this
2 work has no additional negative impact on the structure and the staff of the City's Planning&Development
3 Department and staff of the City's Historic District Commission recommend approval of the Solar Permit
4 Application for this purpose.
5 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
6 OF LITTLE ROCK,ARKANSAS:
7 Section 1. The City of Little Rock Planning & Development Department is authorized to issue an
8 Exterior Building Permit to SVR Solar, LLC, for the installation of solar panels on the structure located at
9 2218 South Schiller Street,Little Rock,Arkansas.
10 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
11 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
12 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
13 effect as of the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
14 resolution.
15 Section 3. Repealer. All laws, ordinances,resolutions, including but not limited to Little Rock,Ark.,
16 Resolution No. 15,736(July 19,2022)or parts of the same,that are inconsistent with the provisions of this
17 resolution,are hereby repealed to the extent of such inconsistency.
