3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO AN EMPLOYEE ASSISTANCE PROGRAM SERVICES
5 AGREEMENT WITH SOUTHWEST EMPLOYEE ASSISTANCE
6 PROGRAMS, INC., IN AN ANNUAL AMOUNT NOT TO EXCEED ONE
7 HUNDRED THOUSAND DOLLARS ($100,000.00), FOR THE PROVISION
8 OF AN EMPLOYEE ASSISTANCE PROGRAM AND WORKLIFE
9 SERVICES TO THE CITY OF LITTLE ROCK; AND FOR OTHER
10 PURPOSES.

12 WHEREAS, the City has established an Employee Assistance Program ("EAP") for eligible
13 individuals; and,
14 WHEREAS, on June 24, 2022, the City issued Request for Qualifications, Event Number 1,745
15 ("RFQ") seeking proposals for Employee Assistance Services for City Employees, their families and
16 other eligible individuals; and,
17 WHEREAS, out of two (2) vendors who responded to the City's RFQ, a Selection Committee
18 appointed by the City Manager found the Southwest Employee Assistance Programs, Inc. ("SWEAP")
19 proposal to be the most qualified and in the best interests of the City; and,
20 WHEREAS, the City desires to engage SWEAP to provide EAP and WorkLife Services to the
21 City and SWEAP represents that it is capable of and desirous of performing these Services.
22 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
23 THE CITY OF LITTLE ROCK,ARKANSAS:
24 Section 1. The City Manager is authorized to enter into a one (1)-year Employee Assistance
25 Program Services Agreement with Southwest Employee Assistance Programs, Inc., in an annual amount
26 not to exceed One Hundred Thousand Dollars ($100,000.00), with an option to extend the Agreement
27 for six(6) additional one (1)-year terms, or a portion thereof, for the provision of Employee Assistance
28 and WorkLife Services for City employees, their families and other eligible individuals.
29 Section 2. Funds for this Agreement is included in the 2023 Budget line item for Employee
30 Assistance Program,Account No. 101002-66200.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
4 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
