ORDINANCE NO. 4 22,079 (DECEMBER 21, 2021), TO ADJUST THE FISCAL YEAR 2022 5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE 6 ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND, WASTE 7 DISPOSAL FUND AND PARKING GARAGE FUND; TO DECLARE AN 8 EMERGENCY; AND FOR OTHER PURPOSES. 9 10 WHEREAS,the City approved a comprehensive budget for the City of Little Rock,Arkansas, in Little 11 Rock,Ark., Ordinance No. 22,079(December 21,2021); and, 12 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General 13 Fund, Street Fund, Waste Disposal Fund and Parking Garage Fund, and where necessary to authorize the 14 increase or decrease in the Fiscal Year 2022 line items for these and other matters; and, 15 WHEREAS,such adjustments were made in Little Rock,Ark., Ordinance No. 22,131 (May 17, 2022) 16 and Little Rock, Ark., Ordinance No. 22,179 (October 3, 2022)to reflect expenditure adjustments for the 17 General Fund, Street Fund, Fleet Fund, Vehicle Storage Fund, Waste Disposal Fund, and Parking Garage 18 Fund; and, 19 WHEREAS, the Mayor, City Manager, and the Chief Financial Officer, in compliance with City 20 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the 21 Board of Directors for approval. 22 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 23 OF LITTLE ROCK,ARKANSAS: 24 Section 1. General Fund Section 5 of Little Rock,Ark.,Ordinance No.22,079(December 21,2021), 25 as amended by Little Rock, Ark., Ordinance No. 22,131 (May 17, 2022) and Little Rock, Ark. Ordinance 26 No. 22,079 (October 3, 2022), is hereby amended to reflect an increase in the General Fund Operating 27 Resources amount of Six Million, Three Hundred Seven Thousand, Six Hundred Twenty-One Dollars 28 ($6,307,621.00) to Two Hundred Forty Million, Nine Hundred Six Thousand, Ninety-Two Dollars 29 ($240,906,092.00), and to increase the Operating Budgets for General Fund Departments by Six Million, 30 Three Hundred Seven Thousand, Six Hundred Twenty-One Dollars ($6,307,621.00) to Two Hundred 31 Forty-Seven Million, Four Hundred Twenty-One Thousand, Four Hundred Fifty-One Dollars 32 ($247,421,451.00). 33 Section 2. Street Fund Section 5 of Little Rock, Ark., Ordinance No. 22,079(December 21, 2021), [Page 1 of 31 1 as amended by Little Rock, Ark., Ordinance No. 22,131 (May 17, 2022)and Little Rock, Ark. Ordinance 2 No.22,079(October 3,2022),is hereby amended to reflect an increase in Street Fund Operating Resources 3 of Six Hundred Thirty-Two Thousand, Seventy-Five Dollars($632,075.00)to Twenty-Four Million, Eight 4 Hundred Eighty-Seven Thousand, Five Hundred Thirty-Five Dollars ($24,887,535.00), and to reflect an 5 increase for Street Fund Departments of Two Hundred Thousand Dollars ($200,000.00) to Twenty-Four 6 Million, Thirteen Thousand, One Hundred Four Dollars($24,013,104.00). 7 Section 3. Waste Disposal Fund Section 5 of Little Rock, Ark., Ordinance No. 22,079 (December 8 21, 2021), as amended by Little Rock, Ark., Ordinance No. 22,131 (May 17, 2022) and Little Rock, Ark. 9 Ordinance No. 22,079 (October 3, 2022), is hereby amended to reflect an increase in the Waste Disposal 10 Fund Operating Resources of One Hundred Sixty-Two Thousand,Eighty Dollars($162,080.00)to Twenty- 11 Five Million, Two Hundred Seventeen Thousand, Two Hundred Eighty Dollars ($25,217,280.00), and to 12 reflect an increase for Waste Disposal Fund Departments of Five Hundred Twenty-Four Thousand, Five 13 Hundred Ninety Dollars ($524,590.00) to Twenty-Four Million, Six Hundred Thirty-Five Thousand, Six 14 Hundred Eighty Dollars($24,635,680.00) 15 Section 4. Parking Garages Fund Section 5 of Little Rock, Ark.,Ordinance No. 22,079(December 16 21, 2021), as amended by Little Rock, Ark., Ordinance No. 22,079 (October 3, 2022), is hereby amended 17 to reflect an decrease in the Parking Garages Fund Operating Resources of Five Hundred Twelve Thousand, 18 Four Hundred Ninety-Seven Dollars ($512,497.00) to Two Million, Eight Hundred Eighty-Three 19 Thousand, Four Hundred Twenty-Nine Dollars ($2,883,429.00), and to reflect an increase in the Parking 20 Garages Fund Operations of One Hundred Fifty-Seven Thousand, Seven Hundred Seven Dollars 21 ($157,707.00)to One Million, Seven Hundred Eighty-Four Thousand, Seven Hundred Sixty-One Dollars 22 ($1,784,761.00). 23 Section 5. Outside Agency Contributions. Section 6 of Little Rock, Ark., Ordinance No. 22,079 24 (December 21,2021),as amended by Little Rock,Ark.,Ordinance No.22,079(October 3,2022), is hereby 25 amended to reflect an increase in contributions to Outside Agencies of Two Hundred Fifty-Five Thousand, 26 Eight Hundred Forty-Seven Dollars ($255,847.00) to Fourteen Million, Seven Hundred Fifty-Three 27 Thousand, Eight Hundred Thirty-Three Dollars ($14,753,833.00). The amended contracts included in the 28 operating uses in Section 5 include the following amounts for entities with which the City contracts for 29 public services, or in which the City has an ownership interest as follows: 30 (A)Rock Region Metro(Central Arkansas Transit Authority) $9,854,118 31 (B) Pulaski County Regional Detention Center $2,810,000 32 (C) Arkansas Arts Center $1,200,000 33 (D)Museum of Discovery $192,000 34 (E) Metroplan $186,384 [Page 2 of 31 1 (F)Downtown Partnership $242,500 2 (G)PAGIS $134,850 3 (H)Pulaski County Health Unit Support $56,100 4 (I)Oakland Fraternal Cemetery $50,000 5 (J)CHI St. Vincent $25,381 6 (K)City Beautiful $2,500 7 Total Outside Agency Contributions $14,753,833 8 Section 6. Records. The Chief Financial Officer is directed to maintain appropriate records which 9 provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials 10 provided to the Board of Directors on February 28, 2023. 11 Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 12 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 13 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 14 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 15 ordinance. 16 Section 8. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this 17 ordinance are hereby repealed to the extent of such inconsistency. 18 Section 9. Emergency Clause.
