Zero setback on south and west property lines. A. Site Histor An alley abutting the site was recently reviewed by the Commission for abandonment. B. Development Objectives 1. To rehabilitate a deteriorated church structure for use as offices, light industrial production (above parking garage) and warehousing on .8 acre. 2. To clean and restore brick exterior and replace south plastered wall with precast decorative finished columns and glass panels. 3. To provide an eastward expansion which includes a parking garage, warehouse space, tenant recreation room and mechanical, electrical equipment room which will access from 9th Street. To provide 60 percent of space for light commercial production, more specifically - commercial art production, and 40 percent for an uncommitted use that will be reserved for a compatible business. C. Proposal 1. Uses will be as follows: Use Size Parking Offices 6,044/300 20.15 Light Industrial 15,980/600 26.63 Warehouse 4,500/2,000 7.25 26,524 sq. ft. of 54.03 leasable space 2. Perimeter Treatment - Entire property will have a minimum of 5' sidewalk adjacent to the existing curb on all abutting public streets. In addition, landscaping will include two roof gardens of approximately 50 square feet. 3. Phasing Plan Phase I - Rehabilitation of church plus construction of parking garage, warehouse, exercise and equipment plus all site finishes and border treatment. Phase II - Production building (upper structure). 4. Time Frame Phase I - Planning design and permits - 4 months. Phase II - Construction plus Phase I - 10 to 12 months. Phase III - Construction Phase I and II - 12 to 15 months. D. Engineering Comments 1. Repair and replace curb/sidewalks on 9th, Gaines and State Streets. June 11, 1985 SUBDIVISIONS Item No. 7 - Continued 2. Submit internal drainage and detention plans. E. Staff Analysis Staff is not opposed to the developmental concept. We would like to encourage the applicant to pursue purchasing the parcel on the west owned by the City in order to provide more land area for this site. Actually, surplus of parking is provided since offices require one space per 400 square feet, instead of 1 per 300 used by the applicant. F. Staff Recommendation Approval, subject to comments made. SUBDIVISION COMMITTEE REVIEW: Staff explained that the application also included a replat of existing lots. The applicant agreed to identify specific uses and pursue the purchase of the City's abutting ownership. Water Works Comment - If the building is to have a fire sprinkler system, it would be best for it to come off the .12" main in Gaines Street. PLANNING COMMISSION ACTION: The applicant was present. There were no objectors. A motion for approval was made and passed by a vote of 9 ayes, 0 noes and 2 absent. Miller EXISTING STATUS: Abandoned Church/Vacant PROPOSED USE: Office/Light Industrial Production/Warehouse STAFF RECOMMENDATION: Staff recommended approval, but encouraged the applicant to pursue purchase of an abutting parcel owned by the City since this develop- ment would limit potential use of the parcel and it could provide more land area for the proposed project. PLANNING COMMISSION RECOMMENDATION: Approval as requested. The applicant submitted a letter stating that the uses will be restricted to "I 2" and stated that he had submitted an offer on the abutting City -owned parcel.
