Afternoon sir,
Per your request, here is the information relates to the cost of services to the annexation area we
previously discussed. I had the Crime Analysis Unit run the data, using average calls for service. This area
could potentially generate 175 calls for service per year once it is fully built. I do want to add that there
is no real way to quantify the overall cost associated with providing police service for a new area. Since
there is no historical data to go off of, we used city wide averages. That being said, this small increase in
potential call load will have minimal impact on service. Please let me know if you should need any

Heath,
Attached is the memo we sent originally with comments by Wayne. We placed those in the annexation
writeup. Director Wyrick specifically called out this comment in the writeup. We are asking the
department to provide the impact as commented on so we can add to other impacts as provided by the
departments. And you are correct, this is something we have never done. But we were sked to do so for
the annexation.

Can you provide a map of the area that involves the annexation? The attachment was not included in
this email thread. I have also spoken with Chief Bewley regarding this and he advised that he has no
knowledge of the police department ever doing something like this. Additionally, it would be very
difficult to quantify a cost to service this area because we really don’t know how many times we would
be called to the area. Not to mention, I’m not aware of the number of homes or commercial properties
(if any) that will be in this area or if it will require the development of another patrol district for the
Police Department. Just a lot of unknowns for us to provide an accurate cost estimate.

Please respond to the request. This is a request from the Board of Directors through the city managers
office. It was done due to an annexation that has come before the board and action has been delayed
until a report is prepared. The information that was requested is documentation needed to complete

I still have not received the cost information requested two weeks ago related to the Crystal Valley
Annexation. Please provide cost estimates by the end of the week (December 2, 2022). This is at the
request of the Little Rock Board of Directors for better cost information before making their decision on
the annexation request. If you need more information please let me know (see original email below and
attached memorandum).

Subject: cost to service annexation area
There has been an annexation request for 168.9 acres along the northside of Crystal Valley Road at
Colonel Miller Road. The Little Rock Board of Directors would like better cost to service estimate for this
area. Please provide your annual estimate cost to service this area. The attached memo provides the
estimated number of houses to be added assuming annexation, starting approximately twelve months
after annexation.
Please return your annual cost estimates to: wmalone@littlerock.gov by close of business Monday
