None STATEMENT OF PROPOSAL: The owners of Holiday Inn are proposing a 58 room addition to the northwest wing of the existing structure to accommodate the growing needs for hospitality rooms in the only full service hotel in West Little Rock. The addition will conform to the present architectural design as a five story wing. Additional parking will be accommodated through easement agreements with Wendy's and Regas Grill. A. PROPOSALIREOUEST: This amended PCD is filed for the purpose of construction of an addition to Holiday Inn West towards the Shackleford Road frontage. 1 June 5, 1990 SUBDIVISION ITEM NO.: 2 (Continued) B. EXISTING CONDITIONS: The site currently is occupied by a hotel "Holiday Inn West" with parking and landscaping in place. C. ENGINEERING COMMENTS: The proposal indicates that the Hotel capacity will be increased while available parking is decreased. The applicant should provide information for a parking review to determine conformance with the zoning requirements. D. ISSUES/LEGAL/TECHNICAL/DESIGN: There are no significant issues attached to this proposal. The only concern pointed out by the Engineering Staff has to do with the number of parking spaces required for this addition and by ordinance. The Engineering Department suggested identifying newly created parking, lost parking and required parking on the site plan. E. ANALYSIS• The Planning Staff review of the site reveals no problems with the proposal as presented. F. STAFF RECOMMENDATION: The Staff recommends approval of the application subject to the Engineering comments. SUBDIVISION COMMITTEE COMMENTS: (May 24, 1990) Mr. J. Sloan was present representing this amended "PCD". A lengthy discussion was held, primarily focusing on the parking requirements and changes of this site plan layout upon the original site plan. Jerry Gardner, from the Engineering Department, questioned the applicant as to the number of parking spaces needed for zoning requirements. The applicant stated that the number of parking spaces meets zoning requirement being 1:1 to total room number plus additional 10% for employees and non guest users patronizing meeting rooms, restaurants and other facilities. 2 June 5, 1990 SUBDIVISION ITEM NO.: 2 (Continued) Jerry Gardner, from the Public Works Department, pointed out that he will meet with Traffic Engineering to present the parking proposal for final approval. As a last item, applicant indicated that the future structure will conform with the present architectural design as a five story wing. There being no further discussion, the item was forwarded to the full Commission for resolution. PLANNING COMMISSION ACTION: The Planning Commission briefly discussed this PCD. Having received assurance from the Staff concerning the number of parking spaces and other design factors, it was determined that this item be placed on the consent agenda for approval. A motion to that effect was made and passed by a vote of 10 ayes, 0 noes, 1 absent (Rose Collins). (It was noted for. the record that this item will be submitted to the Board of Directors for the final approval.) 3
