Sent:Wednesday, February 15, 2023 12:07 PM To:'Joe Joyner' Cc:Anderson, Alice Subject:RE: HDC Meeting: December 1st Good morning Joe, Thanks for your call! Here is a link to the Certificate of Appropriateness application for the work you are planning for your front porch: https://www.littlerock.gov/media/17589/historic-district-commission-2022-application-1.pdf. I know you have gone through the HDC process before but I typically provide some summary information to applicants, see below: The property at 1016-1018 Rock Street, is within the MacArthur Park Local Ordinance Historic District. The goal of the local ordinance historic district is to protect and preserve the unique and valued qualities of such an area, its urban design, architectural character, and historic materials in buildings and in landscapes. A property owner in this district is subject to the rules and regulations as set forth by the City of Little Rock ordinances, Municipal Code Chapter 23, Sec. 76-160, that is based on Arkansas State law. Any exterior renovation of structures, additions, fencing, or other site features need to be either administratively approved by staff or reviewed by the Little Rock Historic District Commission at their regularly monthly public meetings. For information for the Historic District Commission and the MacArthur Park Design Guidelines, please visit the City’s website: littlerock.gov Click on Government > Planning & Development On the right-hand menu find Boards & Commissions Scroll down to Historic District Commission In this section, you will find information regarding the HDC, the design guidelines and the application process. Concerning pictorial evidence of the original front porch, I’m not finding anything in our files. It looks like from aerial photos and the Sanborn maps, the porch was reduced between 1950 and 1960. I’ll reach out to the QQA to see if they have any earlier photos. The earliest I have is 1978, which shows the existing porch. Here is the phone number for the Permit Desk to ask them what support documents you might need for a fence permit and for a porch renovation permit: 501-371-4832. They can also guide you through the permit portal process. I’ve receive the photos of the falling fence/fence estimate and will get started on a COC for this project. It’s possible that the installation of a new fence in the same design, material, and location can be administratively reviewed. It’s also possible that the fence is non-conforming. If so, the installation of a new fence will need to be reviewed according to the MacArthur Park Design Guidelines. Could you clarify which fence and what sections you are planning on rebuilding? Is it sections of the south fence with the brick piers or the east fence with no piers? Thanks, Hannah Ratzlaff Urban Designer & Historic District Commission Staff Planning & Development, 723 W. We looked into ha ving it repaired, but it is going to be better to rebuild it with new materials since there is significant rot and the panels are over 20 years old. We are planning on building it back with the same design specifications to match the sections of fence we will be salvaging. Is there a time early next week we can talk about this? I’m hoping this will be a staff level approval. Thanks! Joe Joyner Little Rock Violin Shop, Inc.
