When you submit for your permit, please upload the signed COC as a supporting document. 2 Gutters Hanging gutters can be approved administratively. The MacArthur Park Design Guidelines state “Downspouts should be located away from significant architectural features on the front of the building. The use of gutters, flashing, and downspouts should provide enough drainage to avoid water damage to the structure.” It is typically recommended that the hanging gutter style is appropriate to the building’s architectural style and that downspouts are secured along architectural trim features (like corner boards) to reduce visibility. Both gutters and downspouts should match the color of trim or architectural feature it covers. You can apply for a COC for gutters anytime. Lot Line Adjustment To pursue a lot line adjustment, you’ll work with a Development Specialist at our office. They’ve shared with me that you will need to provide the items below and the adjustment will likely be a staff level review. Additionally, I found out the manufacturer is actually Imperial Window Co out of TN, and that Gentry Griffis does measure so that the cross sections will line up appropriately with the windows. He is the installer and its a local company that Ill get the name of who makes them. • Are you installing storms on all window openings, including the windows underneath the porch and the windows in the dormers? All openings except the dormers on which are all on the 3rd floor attic. Says I need to provide pictures of the house/windows. Do you need a picture of every individual window or just pictures of the 4 sides of the house? Once completed, you can email this to me along with any supporting documents and I’ll open a case file for the request. Please read the application in full. The approval process for installing storm windows would be a Commission level approval (see process flow chart attached). For your future planning, I’m going to present to the Commission that we move specific projects that meet the guidelines from a COA to a COC (staff-level) approval, like storm windows and fences. This would make it easier for property owners to go through the process who are doing improvements that already meet the guidelines. I plan to present this at the July 7th meeting, but it wouldn’t be voted on until the August 4 th meeting. If you submit an application before the next filing deadline (July 5th), your COA would be heard at the August 4th meeting, and you would be required to pay the filing fee and send out public notices to your neighbors through certified mail. If you would like to wait on the results of the August 4th meeting to see if this type of project can become a staff-level approval, you are welcome to. If you go this route, there would be no filing fee and no requirement of public notice, and I would review your submission within the week. However, there is a chance that the Commission votes to keep storm windows as a COA process and would then need to apply for a COA in August rather than now, in June. I want to make you aware of this so that you don’t go through the COA process just to find that storm windows become a staff-level approval right after (if the Commission approves). 14 Let me know if you have any questions. Just to summarize some basic information about the MacArthur Parks Local Ordinance Historic District and the Little Rock Historic District Commission: The property at 1402 Commerce is within the MacArthur Park Local Ordinance Historic District. The goal of the local ordinance historic district is to protect and preserve the unique and valued qualities of such an area, its urban design, architectural character, and historic materials in buildings and in landscapes. A property owner in this district is subject to the rules and regulations as set forth by the City of Little Rock ordinances, Municipal Code Chapter 23, Sec. 76-160, that is based on Arkansas State law. Any exterior renovation of structures, additions, fencing, or other site features need to be either administratively approved by staff or reviewed by the Little Rock Historic District Commission at their regularly monthly public meetings. Guidelines on window replacement and storm window can be found in Section III. 16 Concerning past HDC cases on storm windows, the most recent case, HDC2022-006, was approved on March 4th, 2022. ProVia was the storm window company they used for their project/application. This was approved when Brian Minyard was staff. I’m not seeing where the product is identified specifically, which is odd, but you could likely reach out to the applicant to ask.
