I just want to confirm that the application is the same for the commission level approval as it is for a full hearing approval? I would make sure the potential owner understands the conditions set out in Sections 4, 5, and 6 of the staff report for landscaping, the alley way access, and the sidewalk standards, just for conditions upkeep. Concerning the storm windows, I’ve attached the minimum requirements for administrative approval here. Let me know if you have any questions! If it goes longer than that, we could likely extend the approval as long as the request hasn’t changed and the guidelines haven’t changed concerning the work you are doing. I do have a quote from a guy named Gentry Griffs who has done several storm window jobs in the area. If we move forward with getting approval how long is that good for if we don't do the work right away? 5 Cheers, Danny Danny Brickey 501-993-0335 danny.brickey@expcommercial.com To help protect your privacy, Microsoft Office prevented automatic download of this picture from the Internet. Are you still planning on installing storm windows? Thanks, Hannah Ratzlaff Urban Designer Planning & Development, 723 W. Sent: Thursday, June 16, 2022 10:53 AM To: 'Danny Brickey' <danny@jordaninc.io> Subject: RE: 1402 Commerce: HDC Storm Windows Hi Danny, Yes, you would complete an application found here: https://www.littlerock.gov/media/17040/historic-district- commission-2021-application.pdf. Once completed, you can email this to me along with any supporting documents and I’ll open a case file for the request. Please read the application in full. The approval process for installing storm windows would be a Commission level approval (see process flow chart attached). For your future planning, I’m going to present to the Commission that we move specific projects that meet the guidelines from a COA to a COC (staff-level) approval, like storm windows and fences. This would make it easier for property owners to go through the process who are doing improvements that already meet the guidelines. I plan to present this at the July 7th meeting, but it wouldn’t be voted on until the August 4 th meeting. If you submit an application before the next filing deadline (July 5th), your COA would be heard at the August 4th meeting, and you would be required to pay the filing fee and send out public notices to your neighbors through certified mail. If you would like to wait on the results of the August 4th meeting to see if this type of project can become a staff-level approval, you are welcome to. If you go this route, there would be no filing fee and no requirement of public notice, and I would review your submission within the week. However, there is a chance that the Commission votes to keep storm windows as a COA process and would then need to apply for a COA in August rather than now, in June. I want to make you aware of this so that you don’t go through the COA process just to find that storm windows become a staff-level approval right after (if the Commission approves). Let me know if you have any questions. Thanks, Hannah Ratzlaff Urban Designer 7 Planning & Development, 723 W. So I have a quote for storm windows from Gentry Griffis who is apparently the local expert on storm windows. What I need to know now is what is the approval process or how do I open a case file. I will go to the website above and look for the application if that is the standard process? Just to summarize some basic information about the MacArthur Parks Local Ordinance Historic District and the L ittle Rock Historic District Commission: The property at 1402 Commerce is within the MacArthur Park Local Ordinance Historic District. The goal of the local ordinance historic district is to protect and preserve the unique and valued qualities of such an area, its urban design, architectural character, and historic materials in buildings and in landscapes. A property owner in this district is subject to the rules and regulations as set forth by the City of Little Rock ordinances, Municipal Code Chapter 23, Sec. 76-160, that is based on Arkansas State law. Any exterior renovation of structures, additions, fencing, or other site features need to be either administratively approved by staff or reviewed by the Little Rock Historic District Commission at their regularly monthly public meetings. For information for the Historic District Commission and the MacArthur Park Design Guidelines, please visit the City’s website: littlerock.gov Click on Government > Planning & Development On the right-hand menu find Boards & Commissions Scroll down to Historic District Commission In this section, you will find information regarding the HDC, the design guidelines and the application process. Guidelines on window replacement and storm window can be found in Section III. Concerning past HDC cases on storm windows, the most recent case, HDC2022-006, was approved on March 4 th, 2022. ProVia was the storm window company they used for their project/application. You can find the digital case file through the City’s website: littlerock.gov Click on Government  City Documents (far left column)  Case Files 9 • Historic District • 2020s • HDC2022-006 There is also the case file HDC2021-009. This was approved when Brian Minyard was staff. I’m not seeing where the product is identified specifically, which is odd, but you could likely reach out to the applicant to ask. Let me know how I can further assist! Thanks, Hannah Ratzlaff Urban Designer Planning & Development, 723 W. Markham Little Rock, AR 72201 hratzlaff@littlerock.gov 501-371-4789
