Donna, we noticed there is still no buffer on the west side of the
parking lot adjacent to our building. Since our building is so close,
we would like to request that a 6' wall be erected to screen us from the
parking lot.
Also, there is a 10' high dirt embankment on the north side of our
property which we would like the developer to insure will not be
destabilized by excavation and that the fence presently on the property
line be retained or replaced.
We would also like to know if they plan to use any of the utility
easements presently on our property.

Has anyone considered the increased traffic that such a
project would create on Cantrell/Highway 10? I live on Mill-
brook, and it is already impossible to make a left turn onto
Cantrell at certain times of the day even though there is a
traffic light at River Ridge Road.
Does Little Rock, and West Little Rock in particular, need
another shopping center? There are two on University in decline
which are approximately fifteen minutes from I430 and University.
The Summit Mall will be ten minutes away.
A sewer system problem already exist in West Little Rock.
Do we need more problems?

I am writing to express my opposition to the Pleasant Ridge Development proposal.
I am a member of the Pleasant Forest Property Owners Association and have lived in the
community for about five years. I have seen the plans for the development and am very
concerned about the additional traffic and noise that it would undoubtedly create. The
traffic on Cantrell Road is already congested during rush hour, and can be relatively heavy
at other times. In addition, I fear that Sierra Forest Drive could become a popular cut -
through for vehicles traveling from Pleasant Forest Drive to the proposed site. In my view,
an endeavor of this magnitude would be better suited in more of a commercial setting.

Reference: Pleasant Ridge Development.
I am in opposition to the Pleasant Ridge Development on Cantrell Road.
This request doesn't conform to Land Use Plan or any of the various studies that have
been made over the years on the Hwy. 10 area. A development of this size will be
detrimental to entire area of Hwy. 10. Traffic is already a big problem on Hwy. 10 and
with the completion of all the development that is already under way, it will become an
insurmountable problem.
I personally feel that a moratorium on new zoning on Hwy. 10 should be put into effect
until all the present construction is completed and see what effect it has on the area. What
was once going to be a Green Belt is slowly but surely being turned into an asphalt jungle.
Your denial of this project will be appreciated by the property owners of this area.

Dear Mr. Bozynski:
I sincerely appreciated the opportunity to speak before the Planning Commission on August 26th
in opposition to the Pleasant Ridge Project. While I personally will not be speaking on October
71' since we have grouped our remarks, I wanted to make you aware of my feelings once again. I
have seem the latest version of the project and must tell you the alterations in no way change my
original opinion. The shopping center that he has planned does not complement my
neighborhood which is a major point that was made by the staff. The development is too big for
the land, the design does not blend well with the neighborhood, and frankly, closing the rear
entrance only makes matters worse for us.
I must also add that I am in opposition to the mixed use plan offered by the city. This land is
currently zoned residential. The future land use plan calls for suburban office. A lot of time and
effort went into that future land use plan that was subsequently approved by our elected officials.
I do not want to see that changed to appease a developer.
I maintain the following objections to the development:
Closing the rear entrance will force more traffic onto Fairview which goes right past my house.
While this decision may have pleased others, it only complicates life for my neighborhood. The
increase in traffic also adds a serious safety issue. This neighborhood is where people walk their
dogs and families walk their children in strollers. We simply do not need cars rushing up and
down Fairview going to the latest sale!
The hours of operation are unreasonable to be adjacent to a neighborhood. Shopping center
traffic and delivery traffic will be disruptive to our quiet lifestyle.
Cantrell traffic is already at capacity or beyond during peak hours. Is this location really the best
place for a shopping center? The issue to me is not whether the traffic lights can maintain flow
by the timing of the green lights, but the volume of traffic which increases every day. To add a
shopping center will only increase the volume.
Approving the variance without immediate construction could leave us with a potential eyesore
for many, many years. Since Mr. Schickel has had commercial property along Cantrell that has
remained undeveloped, where is the guarantee that he will ever develop this property?
Mr. Schickel is now proposing a wall on the corner of the shopping center by the residential area.
This wall and the few trees that he is proposing do not nullify the impact of a two story
department store less than 200 feet from my front door with its loading dock facing my
neighborhood.
Once again, I urge you to deny his request to change the zoning and the future land use plan.
This is simply not the best use of the land next to my neighborhood. With all of the proposed
new shopping centers for Little Rock, I ask again if this is the best location for such a place? You
already know that the shopping center does not fit into the neighborhood. The increase in traffic,
the potential milling and crime, the hours of operation and everything connected with this
development are in opposition to a peaceful neighborhood that we have enjoyed for years.

Dear Planning Commission:
The Pleasant Forest Property Owners Association has brought to my attention the
planned rezoning and commercial development planned on Cantrell Road across from
Walton Heights. I have been a resident at the above address for the past 12 years and
have been a daily witness to the development in the area. I have some strong concerns
about the planned rezoning and urge you to vote against re -zoning this area. This is my
first time to ever approach the Planning Commission, further evidence of my concerns.
When I moved to the area 12 years ago, it was with the clear understanding that there
would be some commercial development along Cantrell. With Pleasant Forest being a
collector street, I stood at the curb a long time and contemplated residential traffic before
buying my house. At that time, having two son, I was concerned back then about my
future teenagers entering and exiting my driveway onto Pleasant Forest Drive. Today,
with the rapid growth along the Cantrell corridor, the traffic during rush hour has
become unbearable, and many folks cut through Pleasant Forest Drive because of the
stop lights affording access to Rodney Parham with easy access to I-634 without having
to sit in light -to -light stopped traffic on Cantrell. With the opening of Walmart and the
addition of new apartments near Kroger, the traffic on Cantrell will only increase.
Currently, I find it almost impossible to safely exit my driveway during the morning rush
hour, and I almost get rear-ended daily pulling in after work. A new major commercial
rezoning effort will only exacerbate this and other problems.
The 'land along Cantrell was raped several years ago and left undeveloped. It would be
a good thing to develop this land which is now an eyesore according to the current
zoning codes. My understanding is that the developer wants to rezone the transitional
office -zoned buffer between Cantrell and the neighborhood to become commercial
property, larger than Park Plaza mall area, all the way to the back of the office complex
on Woodland Heights, and without any street improvements on Woodland Heights or
Fairway. Additionally the plans call for removal of the hillside all the way back and
placement of a large store against the perimeter nearest the neighborhood. I strongly
oppose the rezoning and this particular development for the following reasons:
a) the current zoning promises the neighborhood a transitional office zoned buffer
which is preferred to direct commercial development. Rezoning negates that
understanding with the neighborhood.

b) the traffic generated by having a shopping center with entrance/exit onto
Woodland Heights will ensure that the traffic will fan out to Pleasant Forest going
west when Cantrell is overcrowded and when traffic backs up on Woodland
Heights and at the Woodland Heights/Pleasant Forest/Rodney Parham
intersection. This will bring more commercial traffic to a residential area in which
busses stop, kids walk and ride bikes, and pedestrians walk and jog daily.
c) removing the hill and the vegetation will increase heat in the area by increasing
paved surfaces, decrease wildlife (go out and listen to the birds in that area now!),
increase noise and pollution when both the hill and trees are removed which will
decrease quality of living and property values in the area.
d) Traffic will be increased during evenings and weekends which is something I do
not want in my neighborhood.
e) It increases the likelihood that more property in the future will be rezoned, further
decreasing the scenic value, the property value, and the quality of life in the area.
This needs to stop now.
I am a single mother who works two jobs and am proud of having bought into my
neighborhood 12 years ago. With lower interest rates, I refinanced and plan to stay
there for many years to come. I do not want nor welcome "upscale" shopping which
will not be something that I will likely be able to afford.
I urge you to recognize that the current land already zoned for commercial is sufficient
for the area, that overdevelopment of this land, and destruction of the land contour, will
benefit no one. I urge you to vote "no" to the rezoning request. Thank you for your

I am against the rezoning of the property located on Cantrell and
Pleasant Ridge and flowing all the back to Fairview Road. I have lived
in Pleasant Forest for the last twenty something years and have seen
nothing but increased traffic and speed of cars since I moved onto
Sierra Forest Drive. It was originally never meant to cut through to
Cantrell and now it has become a major thoroughfare. Now Mr. Schickle
is proposing using it as a rear exit for his ever-expanding shopping
centers. I know the commission and board of Little Rock hardly ever not
approve what the developers want, but this is poorly planned and
thought out and will be a disaster for life in Pleasant Forest.

near our subdivision. You are uniquely familiar with several issues concerning the
development.
As I mentioned, our concerns are with the rear exit contributing to unsolved traffic
conditions we already experience on Pleasant Forest Drive. and the traffic study for the
site indication the overall level of service will drop for Pleasant Ridge, Southridge and
Rodney Parham intersections on Cantrell. This does not factor in the planned office
building east of the fire station. The study did not factor in school traffic. Nor does the
study factor in the increase in the size of the proposal from 270,000 to 300,000 sq. ft.
The congestion on Cantrell already contributes to the problems on Pleasant Forest and
this development has the potential to only make it worse both places.
In 1994 the original PCD was approved and the only thing developed on the site is a
poor stand of weeds. Now the commercial encroachment threatens to wipe out
transition to our residential area. There has been less than minimal effort by the
developer to buffer nearby homes. Future land use, current zoning nor River Mountain
Action Plan objectives support this type of proposal. An "upscale" shopping center of
this magnitude between two of the more modest neighborhoods in West Little Rock is
simply out of place.
The original 13 -acre PCD was graded and practically became the "poster child" for
the Land Alteration Act. Now the developer is requesting a waiver to allow grading to
the expanded 27 --acre site without construction being imminent and he wants to do it
with a slope variance up to 60 feet. History tells us this is not prudent.
Only two streets carry traffic to and from the rear exit of the shopping center, Woodland
Heights and Sierra Forest Drive. Common sense tells us Woodland Heights will not be
the only street used.. Sierra Forest Dr. serves as a bus stop during school and the
only street access to our playground and swimming pool during the summer creating
safety concerns year round as a result of increased traffic both ways.

Consider the impact of an additional 9,000 cars daily introduced at a critical point on
Cantrell. Consider the impact of adding cars to Sierra Forest Drive. Consider the

Pleasant Forest Drive is classified as a collector street designed to carry up to 5000 cars
daily. In 1998 before the Rodney Parham -Pleasant Forest Dr. intersection was
redesigned, the traffic count was 3800 cars with speeding an issue. An Aptl 2002
study put the count above 5000 cars daily Monday through Friday and speeding is
still uncontrolled today.
Now a developer wants to rezone and expand nearby land to commercial for a shopping
center development. That the commercial encroachment will wipe out transition to
residential is enough reason to oppose it, but it also features a "rear" exit at the
intersection of Christ the King and Easter Seals that will, according to the developers'
traffic engineer, handle 30% of the "shopping center generated traffic".
There are only two streets to carry traffic to and from this rear exit. Exiting the center,
Woodland Heights is compromised by the stop sign adjacent to the signaled intersection
at Pleasant Forest Dr. and Rodney Parham. For traffic seeking relief, Sierra Forest Dr. is
compromised by the stop sign where it intersects Pleasant Forest Dr. Additionally,
Sierra Forest Dr. serves as a bus stop when school is in session and the only access
by car to our swimming pool and playground area during the summer creating safety
concerns year round as a result of increased traffic both ways.
Consider the impact of adding more than 1000 cars daily to the use on Sierra Forest
Drive. Consider the impact of even higher additional cars daily on top of the existing
Pleasant Forest Drive volume. Consider the impact of the extension of traffic into the
evenings and weekends. Consider the impact to our quality of life and the value of
our homes. The impact of this proposal is unacceptable to us.

I have been attending the Pleasant Forest Property Owners meetings concerning the
proposed rezoning of certain lands between Fairview Road and Woodland Heights from
Suburban office to Commercial.
As a twenty year resident of Pleasant Forest, I have seen many changes and know that
progress will come but I am against this rezoning. I feel we need a buffer between any
commercial grown and the residential properties. I have seen traffic increase three fold
since the apartments were developed, the Post Office, and other commercial ventures
near and around the neighborhood were developed and Sierra Forest is used as a through
street already for people who cannot get out of the Pleasant Forest subdivision light on
Rodney Parham.
My concerns about the proposed rezoning and development are:
• Increased traffic. The proposed 13,500 cars/day or 200-300 cars/hour would be a
minimum of people escaping the Cantrell Road traffic.
• Safety of the children who use the bus stop on Sierra Forest Drive. Drivers
already speed on Sierra Forest and those are our residents. Imagine what others
would do if they didn't have a vested interest in the neighborhood.
• It is already hard to back out of our driveways. With a shopping center so near,
we would have this increased traffic not only on the weekdays but into the
evenings and weekends as well.
• The traffic circle. Circles are inconsistent and confusing at best for directing
traffic. People generally need a more direct way to regulate traffic. Remember
the blinking light at the 430 Cantrell exit before they installed the stop light?
There were multiple car wrecks every day at that location.
• People have fought and won not to have Rodney Parham made into a four lane
road. The only thing worse than having Rodney Parham Road made four lane,
would be to have the increased traffic on the current two-lane. No one in either
Pleasant Forest or Pleasant Valley want that. That opinion was strongly voiced at
our August 9th property owners' meeting.
• I worry about commercial creep. If this land is rezoned, I feel that would open
up further encroachments on the residential neighborhoods eliminating the much
needed buffers.
• If a shopping center has to go in at that location, eliminate the rear entrance.
Make larger turning entrances/exits on Cantrell Road where there are already
roads, turning lanes and traffic lights to accommodate the traffic.
• I also question the logic of putting in such a huge commercial center. The small
center where Hunan's and Movie Gallery are still has spaces for rent and the
office buildings already built in the area still has vacancies.
I am not against progress, if you call building huge commercial developments progress,
but I am against commercial properties being so close to residential neighborhoods.
Increased traffic is the main concern, decreased property values, noise control, vandalism
from increased traffic are just a few of the reasons I oppose the rezoning of that property.

Dear Mr. Bozynski;
I am writing you about a matter of great concern and urgency. A local developer, Lou
Schickel, whose company "Pleasant Ridge Development", is planning a 27 -acre commercial
development on Highway 10. The rear entrance of this development and a large parking lot are
planned to open directly into the Pleasant Forest neighborhood on an already congested
intersection not constructed to handle additional traffic flow.
Both Pleasant Forest and Pleasant View already have a very serious problem with
speeding and heavy traffic flow. We have had a child killed, an adult seriously injured and
thousands of dollars in property damage. My neighbor's home sustained $10,000.00 worth of
damage in January of this year due to a hit and run speeder.
Pleasant Forest Drive is defined as a collector street by Little Rock Public Works
department. Public Works traffic studies show that Pleasant Forest is already over a maximum
capacity of 5,000 cars a day. With this center opening up and dumping more traffic into the
neighborhoods, it will take an already serious speeding and traffic problems and multiply them
many times over. This will jeopardize resident's personal safety; destroy property values and
property safety. It will increase noise pollution, littering and property crimes as well. I have
spoken with Bill Henry whose lone comment about the problem was "we are looking at it". Any
suggestions made by myself have been dismissed with such remarks as, "you cannot put speed
bumps on a collector street". "You cannot use three way stop signs to control traffic". And "we
are looking at other options".
In the traffic study prepared by the developer's engineer, several things stand out. The
study was done using summer time data. The study did not include data for Saturday and
Sunday traffic flows. Are the developments stores going to be closed on the weekends? This
traffic study did not indicate the impact increased traffic would have on the emergency fire
response. Fire Station 16 is the first response for Pleasant Forest, Pleasant View, Cedar Branch,
Pleasant Valley, Longley, and Pebble Beach neighborhoods for fire protection and emergency
care. Station 16 lies on the North side of the Southridge and Hwy 10 intersection, while the
neighborhoods lie on the South. This development lies between these neighborhoods and their
fire protection.
Another very troubling fact, this development is already a failure. Mr. Schickel obtained
the zoning for a commercial development at the Hwy 10 site ten years ago. He then cut the
mountain down, creating a terrible eyesore and an environmental hazard since the site lacked
proper drainage. Storm water run off ruined lakes and yards at the "Piedmont Lakes"
neighborhood. The EPA fined Mr. Schickel $17,000.00 and the problem is still not corrected.
Mr. Schickel asked for and was granted a five-year extension on making improvements to
Fairview Rd. He is now two years past that extension and no improvements have been made.
The site plans also lack adequate buffering and green spaces. I don't think increasing the
size of a failed development solves any of its existing problems; it only creates larger and more
complicated problems.
This development is one of the worse examples of "Commercial Creep" I have ever
witnessed. I love living in Pleasant View and have wonderful neighbors. I would hate for one
greedy developer or company to be allowed to destroy my neighborhood, the surrounding
neighborhoods and the quality of life I enjoy. I have made a major investment in Little Rock and
Pleasant View. If the Planning Commission, City Board of Directors and Mayor will not enforce
Little Rock's own Land Use Plan and zoning, where will "Commercial Creep" end? Will any
neighborhood in Little Rock be safe? How will any one be able to purchase a home and have
any assurance that a commercial developer will not be allowed to change the zoning and move in
next door??

would make the pool more desirable and self-sufficient:
A) Addition of a snack bar and grille could possibly allow- the pool to become "free of
char -c" and possibly even offset our association dues altogether.
B) Having the pool open to only the residents of the neighborhood would increase our
property values.
�) In 1998, 1 purchased my house for S85,000.00. with an appraised value of
$90.000.00. "Fhis year. it appraised for right at $126.000.00. That is an increase
of 71 % in 6 wars.
The reason for this increase is two -fold. One. I have updated the -interior from the original 70's
finishes to more modern finishes. And, two, while attending UALR, I studied the growth patterns 01'
the i,ittle Rock area. in a Political Science course. I decided on the Pleasant Forest Subdivision.
because it was clearly becoming land -locked. The theory being that the less property is available for
development in any certain area. the more the property is worrh.

Now I learn that Mr. Lou Schickel is seeking to turn the property between Cantrell and Pleasant
Ridge and from Fairview to Woodlawn into Commercial property on which he plans to put a
shopping center. He calls it upscale and that is supposed to please me. It does not. I cannot find
one thing that he is proposing to be compatible with a quiet residential neighborhood where
young couples can walk with their babies in strollers or people can walk their dogs or simply
walk for exercise.
Traffic right now is bad enough. People cut through the Pleasant Forest neighborhood to seek a
short cut to Cantrell. They drive 40-50 miles per hour over a blind hill in the middle of the road.
It is amazing to me that we haven't had any serious accidents to date. Parents use Fairview to
seek the back entrance to the school at Christ the King. During the school year, the traffic backs
up on Cantrell something awful. It is only because of a new traffic light that our neighborhood
traffic can get onto Cantrell to get on to work. To my knowledge, the traffic pattern of the
proposed shopping center has not been measured during the school year.
Now, I'm faced with the potential of traffic seven days a week with a projected minimum
increase of 30% over what we have right now. Add to that the noise of a shopping center until
closing at 9:00 or 10:00 at night EVERY night. In addition, in the proposed plans, Fairview
becomes the delivery route. So along my street, less than 200 feet from my front door, I will have
semis delivering goods to the department store, semis delivering goods to the grocery store, and
the lovely view of the trash containers accompanied by the wonderful smell. And the deliveries
will not occur at 10:00 in the morning. In fact, they are more likely to be at some hour in the
night. This is not my image of a desirable neighborhood. And it cannot in my wildest
imagination help increase the value of my property, both arguments that Mr. Schickel is using.
I am concerned with milling that occurs at the shopping centers today. With milling comes the
added threat of vandalism to my neighborhood. While our neighborhood has not been totally
untouched by burglars, crime has been very low. We want to keep it that way.
I urge you to not approve Schickel's request to change the land use and rezone this property.
This is my neighborhood, my home. What would you do if it was yours?

A re -zoning proposal for a retail development which is near my home will soon be
considered by the Little Rock Planning Commission. I wish to express my opposition to
the development in its current form. Among my concerns are:
1) Vehicular traffic flow will increase substantially from its current level in and
around the development. While traffic engineers may believe that this will not be
a problem, I know from living near Park Plaza for several years that retail traffic
presents hazards which don't exist in non -retail areas. The danger is especially
acute when school bus stops—of which there are several on the streets adjacent to
the proposed development—are forced to coexist with retail traffic.
2) There is insufficient buffer area around the proposed development. An
established neighborhood like Pleasant Forest should be well -buffered from new
construction such as this. In plans that I have seen, the largest building in the
development is the one closest to residential areas.
3) Values for homes in the area (I just moved to my house at the end of June) will be
negatively impacted due to the increased traffic and proximity to retail. This is
not speculation. Ask people who live near any of the retail developments on West
Markham or Chenal Parkway how their property values have held up since those
stores became their neighbors.
4) Criminal activity usually increases when large retail stores like the ones in this
proposal are operating. Having gone through burglary and identity theft myself, I
wish to avoid repeating that experience. I believe the risk would be substantially
greater in the presence of this development.
5) In addition to the vehicular issue above, I am concerned that Highway 10/Cantrell
Road won't safely support the increase in volume the development represents.
This artery is already heavily traveled and congested. The proposed development
will exacerbate that congestion.
I am not opposed to development per se, and I know that the developer is anxious to
maximize this property. Perhaps a smaller version of this development would present a
more suitable use for the developer and for the residents of Pleasant Forest.

I am writing this letter on behalf of myself and my elderly neighbors to convey to
you our opposition to the re -zoning request regarding Lou Schickel's plan to develop
Pleasant Ridge Mall. This proposal is unacceptable. We do not need a shopping area this
close to a residential area. I understand the proposal is to develop a center with 300,000
sq. ft. of "high-end" shops and restaurants which will attract many shoppers. This would
back up to Fairview Rd. and Woodland Heights! We do not want that near our homes!
The rear exit will spill out onto Woodland Heights, which will encourage people to take a
"short cut" down Pleasant Forest Drive or Sierra Forest. This will destroy our
neighborhood.
I am the principal at Jefferson Elementary School and I have lived on Pleasant
Forest Drive for eleven years now. I raised my children in this neighborhood and now
have grandchildren who enjoy playing here. The traffic on Pleasant Forest Dr. has
steadily increased as well as the speed at which the cars fly over the hill and past my
home. This is very dangerous for children playing in the neighborhood. Something must
be done to preserve the family -friendly atmosphere of our neighborhood. The proposed
Pleasant Ridge development would increase traffic through here and worsen the traffic
congestion that already exists.
It is my sincere hope that you too possess the strong family values that a
community leader of good character must possess to do what is right for communities and
neighborhoods like that of Pleasant Forest. Please vote no to the re -zoning proposal
regarding the 27 -acre Pleasant Ridge Shopping Mall.

As a long term resident of Pleasant Forest subdivision, we are asking you to vote AGAINST
the rezoning or expansion of Woodland Heights Road by developers of a shopping center
on Cantrell Road. The purpose of the rezoning is to provide the planned shopping center
development with a "rear" entrance/exit at the 3 -way intersection at Christ The King and
Easter Seals.
We have experience with developers who invade small subdivisions like Pleasant Forest
without thought to how they will affect the population, traffic and increase the risk of harm
to our children from drivers and individuals who do not live in the neighborhood.
Christ The King agreed to the rezoning but do not have a priest in residence on Woodland
Heights or on the church grounds. They live in Pleasant Valley. I wonder how they would
feel if the street behind their house was developed as a "rear" entrance to Wal Mart?
Our neighborhood is full of young families with school age children. For most, this is their
first home. The neighborhood swimming pool is on Desoto Forest, off Sierra Forest. Many
of these young families and children walk or ride their bikes to the pool. Some ride their
bikes after school. Sierra Forest did not even qualify for a speed bump, the traffic volume
is too low. The increased traffic associated with the planned rezoning will put our
children in harm's way by increasing traffic on Sierra Forest Drive for those looking for a
thoroughfare as a pass through. These drivers may not be members of the subdivision
which opens up the potential for harm to our children from strangers. Would you allow
your child to ride a bike or your daughter to jog on Reservoir? How about the street
behind Park Plaza. The same increase in traffic will diminish the subdivisions access to
main roads during peak hours in AM and PM.
These young families and older subdivision owners, like us, have invested their savings in a
home which will be devaluated by reducing property values historically associated with
Commercial Encroachment.
We do not have the large funds available to developers but the LR Planning Commission
has historically been an advocate to planning to reduce the impact on residential
neighborhoods when faced with similar scenarios. We ask that you and member's of the
planning commission park your vehicles for an hour at the corner of Sierra Forest and
planning commission park your vehicles for an hour at the corner of Sierra Forest and
Desoto Forest Drive in an effort to see for yourselves what a family subdivision is about.
We think you will agree with us.

Thanks for answering my questions about the commercial development on the property
north of my office location on Fairview Road, which I lease from Bob McCarley, and
South of Highway 10. 1 think the planned development will be a strong example of the
positive things that can be achieved by developing larger properties and allowing for
redefinition of changing use areas.
There are two reasons I am comfortable with ymirproposed project. One is the quality of
the projects you have completed in the past in this area. Those properties are attractive,
well landscaped and create a real positive image for our business community here.
Another reason is the provision for a small modification of the traffic: pattern at the
intersection of Fairview and 'Woodland Heights Road. 1 past through that intersection
frequently and when school is in session or when nightly meetings ate bein¢ held, traffic
is sometimes litnited to one .lane with children darting between parked kautornobiles. 1
believe that is a very dangerous area and anything that will tend to eliminate that
congestion will be positive_

I have lived in Little Rock almost 30 years. I've stayed here and chose to
raise my family here because of the city's quality of life. So much of that depends
on the decisions you make for the future of our city. I am asking that you deny all
requests by Pleasant Ridge Development Company, Inc., including changes to the
current Land Use Plan and a variance to the Land Alteration Ordinance, and all
others related to the proposed construction of a 300,000 square foot shopping
center south of Cantrell Road and east of Pleasant Ridge Road.
I own a home on Teton Forest Drive in the Pleasant Forest subdivision.
We chose to purchase a home here because we wanted a quiet, family
neighborhood setting in which to raise our son. While I appreciate the area's easy
access to shopping, dining and entertainment, currently we still have our suburban
neighborhood. This proposed shopping center development will tip the balance of
the area to commercial and many families in our neighborhood will suffer for the
financial advancement of one developer. If you look at a map of the impacted area
of our subdivision, you will see that Sierra Forest is a main artery running north and
south from Pleasant Ridge to Pleasant Forest Drive and ultimately Rodney Parham
Road. With the proposed access points to the shopping center, traffic on this road
will increase.
Currently, traffic on this street in the summer includes children on bikes and
mothers with strollers going to our neighborhood park and swimming pool, which
is just two blocks away. When school starts, the intersection of Sierra Forest and
Shawnee Forest is a bus stop for at least four different Little Rock public school bus
routes, with some drop offs as late as 4:30 and 5:00 p.m. If shoppers begin to use
our neighborhood as a short cut, I have real safety concerns about my son walking
home from the bus stop. Your own staff expressed concerns about the validity of
the traffic study submitted by the applicant. Please be sure that any traffic decisions
are based on weekday and weekend numbers, and include traffic patterns after the
start of public school.
Engineering comments on the plan state: "This portion of Cantrell Road is
heavily congested and functions at an extremely low level of service during peak
hours." Exceptions have already been made with the traffic lights at Cantrell and

Southridge and Cantrell and Pleasant Ridge, and we live with this mess on a daily
basis. In addition to general traffic dangers, any more gridlock here could delay fire
and rescue response to our neighborhood.
I think the current condition of the applicant's property speaks the loudest
to limiting any additional development. Time extensions were granted on final
plans for the cleared property, while we have lived with the barren, ugly, graded
sites and surrounding street improvements were delayed. This type of site is the
very reason the Land Alteration Ordinance was passed, and now this applicant
wants a variance to allow increased cutting and clearing! Do not compound this
mistake with another! The part of the property that was developed commercially
has had a high turn over rate of businesses and one store front sits empty right now.
If this site cannot find and keep tenants, how is additional development justified?
Cantrell Road, Hwy 10, is at a critical turning point. You have a chance,
with this vote, to keep the area from becoming just another congested, commercial
strip. Please preserve the Highway 10 Overlay District and limit any development
by Pleasant Ridge Development Company, Inc. to sites already cleared.

Donna, we noticed there is still no buffer on the west side of the
parking lot adjacent to our building. Since our building is so close,
we would like to request that a 6' wall be erected to screen us from the

brook, and it is already impossible to make a left turn onto

another shopping center? There are two on University in decline
which are approximately fifteen minutes from 1430 €end University.
The Sutmait Mall will be ten minutes away.
A sewer system problem already exist in West Little Rock.

at other times. In addition, I fear that Sierra Forest Drive could become a popular cut -
through for vehicles traveling from Pleasant Forest Drive to the proposed site. In my view,
an endeavor of this magnitude would be better suited in more of a commercial setting.

This memo summarizes the points of objection to the project which I expressed orally to
the Commission at its hearing August 26, 2004.
1) Traffic
Traffic is projected to increase 30% in the Rodney Parham corridor. The adverse
impacts to P. V. include:
■ Congestion and noise on residential streets
■ Greater traffic likely will lead to Rodney Parham becoming 4 lanes --
opposed by P. V. as shown in PV's new neighborhood master plan
Safety— more traffic imperils children and seniors particularly
■ Vandalism and litter — will increase, especially as drivers leave the
shopping parking lots in the evenings and travel through P. V. side streets;
P. V. is presently working to reduce vandalism and more traffic will
aggravate- the problem
■ Increased response time for fire and medical emergency vehicles will
result from increased traffic in the Highway 10 Rodney Parham area
• New traffic pattern on side streets - Doral, Fairway, and Valley Club will
become driving routes as drivers, try to bypass gridlock on Rodney Parham
and Pleasant Forrest Drive
2) Commercial Creep
A shopping center and the traffic it generates invite further commercial
development, particularly along the east side of Rodney Parham near by the
traffic signal at Rodney Parham and Pleasant Forrest Drive. Such undesirable
development would be adjacent. to P. V.
3) Buffers and Protections Destroyed
Grading down of the Summit Road hill removes natural buffer between a
shopping area and residential property. At one time, 16 variances of one type or
another were requested by the developer. This results in the protective features of
zoning laws and ordinances, being removed or diminished, thus harming
residential areas.
The removal of buffers and protections really means the proposed project is not
suitable for the site — it is too big and dense.
4) Commercial Encroachment
The Pleasant Valley, Pleasant Forrest area is long standing residential/office. A
commercial project coming in after the fact breaks good faith with hundreds of
residential property owners. The interests of the many residents should prevail
over the commercial interests of the few.
..5) No Proven Demand
There is no demand for the.project from a majority of residents in neighborhoods
-west on highway 10 nor from residents in Pleasant Forrest, Cedar Ridge, Pleasant
Valley, Walton Heights, Colony West, Robinhood, the Heights or Hillcrest.
6) Specific Requests For Variances
Requests by the developer for waivers and variances allowing a 60 foot hillside
cut, ,and delay in construction when a cut of some kind is made, should be denied..

I am in opposition to the Pleasant Ridge Development on Cantrell Road.
This request doesn't conform to Land Use Plan or any of the various studies that have
been made over the years on the Hwy. 10 area. A development of this size will be
detrimental to entire area of Hwy. 10. Traffic is already a big problem on Hwy. 10 and
with the completion of all the development that is already under way, it will become an
insurmountable problem.
I personally feel that a moratorium on new zoning on Hwy. 10 should be put into effect
until all the present construction is completed and see what effect it has on the area. What
was once going to be a Green Belt is slowly but surely being turned into an asphalt jungle.
Your denial of this project will be appreciated by the property owners of this area.

Dear Mr. Bozynski:
I sincerely appreciated the opportunity to speak before the Planning Commission on August 26th
in opposition to the Pleasant Ridge Project. While I personally will not be speaking on October
7th since we have grouped our remarks, I wanted to make you aware of my feelings once again. I
have seem the latest version of the project and must tell you the alterations in no way change my
original opinion. The shopping center that he has planned does not complement my
neighborhood which is a major point that was made by the staff. The development is too big for
the land, the design does not blend well with the neighborhood, and frankly, closing the rear
entrance only makes matters worse for us.
I must also add that I am in opposition to the mixed use plan offered by the city. This land is
currently zoned residential. The future land use plan calls for suburban office. A lot of time and
effort went into that future land use plan that was subsequently approved by our elected officials.
I do not want to see that changed to appease a developer.
I maintain the following objections to the development:
Closing the rear entrance will force more traffic onto Fairview which goes right past my house.
While this decision may have pleased others, it only complicates life for my neighborhood. The
increase in traffic also adds a serious safety issue. This neighborhood is where people walk their
dogs and families walk their children in strollers. We simply do not need cars rushing up and
down Fairview going to the latest sale!
The hours of operation are unreasonable to be adjacent to a neighborhood. Shopping center
traffic and delivery traffic will be disruptive to our quiet lifestyle.
Cantrell traffic is already at capacity or beyond during peak hours. Is this location really the best
place for a shopping center? The issue to me is not whether the traffic lights can maintain flow
by the timing of the green lights, but the volume of traffic which increases every day. To add a
shopping center will only increase the volume.
Approving the variance without immediate construction could leave us with a potential eyesore
for many, many years. Since Mr. Schickel has had commercial property along Cantrell that has
remained undeveloped, where is the guarantee that he will ever develop this property?
Mr. Schickel is now proposing a wall on the comer of the shopping center by the residential area.
This wall and the few trees that he is proposing do not nullify the impact of a two story
department store less than 200 feet from my front door with its loading dock facing my
neighborhood.
Once again, I urge you to deny his request to change the zoning and the future land use plan.
This is simply not the best use of the land next to my neighborhood. With all of the proposed
new shopping centers for Little Rock, I ask again if this is the best location for such a place? You
already know that the shopping center does not fit into the neighborhood. The increase in traffic,
the potential milling and crime, the hours of operation and everything connected with this
development are in opposition to a peaceful neighborhood that we have enjoyed for years.

Traffic Engineering
Traffic Engineering has completed its review of the traffic study prepared by Peters and
Associates. Preliminary findings indicated that the proposed main entrance to the shopping
center across Southridge Dr. would result in severe congestion on Cantrell Rd.
Traffic models show that moving the main entrance to what is now Drive B, and signalizing it,
would alleviate this problem. Specific requirements are as follows:
➢ Make what is now Drive A right -in -right -out only with an island.
➢ Move the main entrance to what is now Drive B and signalize it.
➢ This signal will serve traffic on Cantrell and shopping center traffic.. Any driveway across
the entrance on the other side of Cantrell will not be served by the signal
➢ Build two left -turn lanes (200ft. bay length) and one right -turn lane out of Drive B
➢ Stripe west -bound left turn lane on Cantrell at the main entrance.
➢ Dedicate r -o -w for an EB right -turn lane for the length of the property. All grading work
for the construction of right turn lane must be taken care of as part of this development.
➢ Other street improvements for Fairview Rd., Summit Rd. and Woodland Heights Rd. as
required by Civil Engineering
Traffic Engineering has notified Peters and Associates of the above requirements.
The developer has notified our office that the rear entrance (Drive C) will no longer be
constructed. However, this would not reduce traffic going through the Pleasant Forest
neighborhood. Even though this entrance is not built, people can still use the other drives on
Fairview and Woodland Heights. Actually, in the absence of rear entrance, residents along
Fairview will see a significant increase in traffic.
There is a speeding problem on Pleasant Forest Rd. Residents have long been complaining about
this. Since Pleasant Forest has no traffic signals and links Hinson and Rodney Parham, any
congestion on Cantrell Rd. is likely to force more traffic onto Pleasant Forest thus worsening the
speeding problem. In order to address this and preserve the character of the neighborhood,
traffic calming devices such as traffic circles, chicanes, partial diverters, etc. are recommended to
be constructed on Pleasant Forest. Latest traffic data shows the average daily traffic on Pleasant
Forest (@ Sierra Forest) to be 4743 vehicles per day with an 85t° percentile speed of 44 mph. As
many as 60 vehicles were found to be traveling at 55 mph or above. Any increase in traffic on
Pleasant Forest Dr. will also increase the number of speeders.

As per your request, we are providing the following information regarding the above
referenced project:
1. Pleasant Ridge Development Company (PRDC) would like to measure the setback
along Highway 10 at 47 feet from the old right-of-way line.
2. The two front hardscape development signs will be in walls that will be 6 feet in
height. The signs will be 20 feet in length and the lettering will be a maximum
height of 24 inches.
3. The front development sign will be 100 square feet in area and 10 feet high.
4. The two restaurant signs along Highway 10 will be 72 square feet in area and 6 feet
high.
5. The development sign on Fairview Road will be 64 square feet in area and 6 feet
high.
6. The development sign at the rear entrance will also be a hardscape sign as
described in item 2.
7. PRDC will leave an undisturbed buffer along the southwest corner of the
development, which is the section closest to Cedar Branch as shown on the
attached sketch.
At this time we'd also like to request release of the Grading Permit when PRDC has a
signed lease with the anchor tenant.

Dear Mr. Lowes:
The traffic numbers and model provided by the consulting engineer were based on a
study conducted this summer and dealt with the original site plan configuration. This
involved 270,000 square feet of retail with a curb cut at the southwest corner on Fairview
Road and a portion of Summit Road still existing.
There obviously is more traffic on Cantrell during school days and the plan now consists
of 300,000 square feet of retail which I understand would equate to 11% more site
generated traffic. The curb cut and the portion of Summit Road no longer exist.
Existing traffic on Cantrell combined with site generated traffic has been and still should
be a critical concern until the traffic study reflects the impact of the higher numbers.
Additional congestion on Cantrell would be harmful and, as you know, also result in
more cut through traffic on Pleasant Forest Drive.
We feel updated figures should be reviewed prior to the deferral hearing to make sure the
gridlock we assume may have been averted with the recent changes is not still lurking out
there. We would also be interested in the updated evaluation when it becomes available.
