STAFF ANALYSIS:
The owner of the land in question is requesting that a portion
of the large PRD be revoked and the pre-existing "0-3" zoning
be re-established. The current PRD designation was approved
in 1985 for a multifamily project on a total of 17.3 acres.
The development was never constructed and a high percentage of
the land is vacant. There are several single family
residences to the south, and one or two nonresidential uses
within the boundaries of the PRD.
Over the last year, the City has reclassified two other
parcels from PRD to "0-3" including the site directly to the
north so it appears that the proposed PRD will not be
developed. The current request is consistent with the
previous actions affecting the PRD and Staff endorses the
re-establishment of an 110-3" classification. The 1-430
District Plan identifies the site as part of a large office
area along the interstate.
(In addition to acting on the "0-3" reclassification, the
Planning Commission will also need to pass a resolution
recommending revocation of the existing PRD.)

ENGINEERING COMMENTS:
None reported.
STAFF RECOMMENDATION:
Staff supports revoking the PRD and re-establishing the
"0-3" rezoning as requested.
PLANNING COMMISSION ACTION: (August 22, 1989)
The applicant was present. There were no objectors and the
item was placed on the consent agenda. A motion was made to
recommend approval of the "0-3" reclassification. The
motion was approved by a vote of 8 ayes, 0 nays and
3 absent. (The Commission also passed a resolution
recommending to the Board of Directors that the existing PRD
be revoked.)
