Subject: Murphy Cantrell- Revised Landscape w/ Fence
Mr. Bozynski,
We are working on the Murphy Express development at Cantrell and Taylor Loop. As a part of the project, we have been
working directly with Tommy Tucker who is the property owner to the south. After several meetings with Mr. Tucker,
we have made some adjustments to the plans that included changes to the grading, landscaping and fencing.
Mr. Tucker is requesting an 8 ft. privacy fence due to the elevation difference between his property and the Murphy
development His property is 2 feet higher adjacent to the fence. If we install a standard 6 ft. fence, it will only appear to
be 4 ft. from his vantage point. He will look directly over the fence at the back of the Murphy Convenience Store,
On Mr. Tucker's behalf, Murphy USA is requesting permission to install an 8 ft. tall wood fence along the property line
with the finished side towards Mr. Tucker's property.
Let me know if you have any questions or require additional information.
Respectfully submitted,
Joe White, P. E.

Arkansas Democrat-Gazette/RICK WFARIAND
Allyson Bode of Little Rock admires items in tine `A Beauty on
It Sells: Advertising Art from the Collection of Marsha Stone'
exhibit at the Historic Arkansas Museum in Little Rock on Thurs-
day. Stone loaned her collection of vintage advertising materials
from the late I9th and early 20th centuries for the display. Bode,
who was an art major at Hendrix College in Conway, collects
similar items.
Ikers on county roads
arrested in the incidents, he
would be charged with crim-
inal mischief, a misdemeanor,
unless a report is filed alleg-
ing $1,000 or more in damage.
So far, no reports have
been filed.
"It's going to be hard
catching somebody doing it,"
Minden said.
'It's like.trying to catch
somebody littering," Bicy-
cle Advocacy of Central
Arkansas President Mason
Ellis said. "If it was that easy,
there'd be a lot less litter on
the roads."
Tacks were placed on Bar-
rett Road on Aug. 23 and Pin-
nacle Valley Road on Aug. 29,
Ellis said.
Kayla Applegate, who
started a change.org petition
asking the sheriff's office and
Little Rock officials to pro-
vide more surveillance in the
area, said she heard the tacks
were out on Barrett Road
again Monday and possibly
near the Clinton Presidential
Center, as well.
Applegate rides the River
Trail a few times each week
with other women from the
two cycling clubs she's in, but

The Little Rock Plan-
ning Commission approved
Thursday a Murphy USA ap-
plication to locate a gas sta-
tion and convenience store
at the southeast corner of
the Cantrell and Taylor Loop
roads, sending the proposal
to the Little Rock Board of
Directors despite neighbor-
hood opposition.
The commission voted
8-0 Thursday to recommend
approval of the application.
The fueling company is
asking that the property be
rezoned from single-fam-
ily residential and planned
commercial district to solely
planned commercial district.
Murphy USA has pro-
posed installing 10 to 12
two-sided fuel pumps and
building a 3,445 -square -foot
convenience store on the
1.8 -acre property. Currently,

working for weeks ernailing
the board and posting to social
media in an effort to sway the
board to deny the company's
request. They lined up out-
side the hall to the boardroom
Monday, and Mayor Mark St
odola had to call order sever-
al
ever
al times throughout the night
as residents yelled out in the
middle of the meeting.
Murphy USA representa-
tives took issue with the the op-
position group describing the
Proposal as a "mega station"
that would be the largest in the
city. The plan calls for 24 gas
Pumps but would accommo-
date only 20 vehicles at a time.
That's because the stand-alone
diesel fuel pumps are adjacent
to the pumps dispensing regu-
lar fuel and if a vehicle is using
one, a second vehicle couldn't
access the other.
In a heated email exchange
Drew Holbert, Col-
liers International's vice pres-
Went of brokerage who is part
of the team representing Mur-
phy on the project, and neigh-
borhood leader Patrick Anders,
Holbert denounced the group's
claim.
City directors were copied
on the email exchange.

Murphy USA plans to
build a 3,445 -square -foot con-
venience store on the 1.8 -acre
property at the Cantrell an
Taylor Loop intersection where
a vacant residential build'
and One Banc branch buil
- are currently located. Those
- structures will be torn down.
In comparison, the Kum
and Go station at Asher Ave-
nue and University has an ap-
proximately 5,000 -square -foot
convenience store and also
accommodates 20 vehicles at
a time with 10 double -sided
pumps. (Its diesel fuel nozzles
are not on separate pumps as
Murphy's are.)
A Mapco station being built
at Kams and john Barrow roads
will have a 4,780 -square -foot
store with 10 double -sided
pumps and also fit up to 20 cars
at a time. The development will
sit on 1.2 acres, smaller than the
area proposed for the Murphy
station at Cantrell and Taylor
Loop. The neighborhood was
_mostly in support of that proj-
ect.
Developments along
Cantrell are normally required
to have 2 acres, but Murphy
was granted a variance to build
the station on 1.8 acres.
Other proposals from gas
station companies have been
turned down by the Board of
Directors recently, and Adcock
said Monday that that was be-
cause of traffic concerns at
those locations. She questioned
why the board wouldn't turn
down this Murphy proposal,
too, when residents have traf-
fic concerns. Wyrick said res -
r idents were concerned abol
the safety of their children ar
Families ' milies and that's why she vo
ed against the proposal.
Ward 2 City Director Ke
Richardson said a number c
d factors played into the board
decisions to deny other ga
mg station requests and that it wa
ding disingenuous to sum it up t
traffic concerns.
After meeting with th
neighborhood groups and the
city. Murphy USA agreed t0
limit left-hand turns in and o
of the Cantrell and Taylor Loo
site, close at midnight instea
of staying open 24/7 and put
60 -foot tree -and -grass front
area along Cantrell instead of
the required 40 -foot berm.
Ernie Peters, who was hire
by Murphy to do a traffic stud
determined that the site would
attract an additional 77 vebi
cle trips in the morning peak
hour and an additional 118 trips:
during the afternoon peak hour.
I don't see the limited
amount of additional traffic
to this site in terms of net in-
crease having a negative impact
to safety," Peters said, also not-
ing-that
ot
ing that other commercial uses
of the site. would be worse on
ffi
trac.
Grey Williams, with the
Taylor Loop Safety Patrol
Group, told the board that
there is nothing the site offers
that people can't get within a
quarter -mile of the location.
"Most, if not all of it, you
can get across the street at
Walgreen's. It's definitely go-
ing to create more accidents,"
Williams said.
Stodola said almost 75 resi-
dents filled out comment cards
against the proposal.

The regulations apply on-
