STATEMENT_OF PROPOSAL:
Due to the western expansion of the City's population, via
the Highway 10 corridor, Union National Bank is wishing to
develop a new branch bank at 14711 Cantrell.
The Bank's opening date is projected to be May 1, 1991.
The bank will provide drive-in and ATM services with
operation hours from Monday thru Thursday 8:30 to 5:00 p.m.
and Friday 8:30 to 6:00 p.m.
The site plan indicates substantial landscaping and
significant buffering areas along the Highway 10 frontage
measuring in depth from 40' to 60' from Highway 10 curb
line.
A. PROPOSAL REQUEST:
This proposal consists of the construction of a branch
bank on one lot zoned "C-3" located along Highway 10
corridor.

B. EXISTING CONDITIONS:
This site currently is occupied by a former
unidentified business building. The principal arterial
lying along north boundary is under construction at
this time.
C. ENGINEERING COMMENTS:
Provide 15 foot additional R/W on Cantrell Road,
construct sidewalks on Cantrell frontage.
D. ISSUES TECI DESIGN:
The only issues to be introduced are as follows:
1. Coordinate landscape design with Bob Brown from
our department.
2. Show sidewalks on the site plan adjacent to curb
line.
E. ANALYSIS:
The Planning Staff review of the PCD reveals no
significant problems with the proposal as presented.
The only -issues-need additional' work is landscaping
which should be coordinated with Bob Brown to avoid any
future problems with building permit.
F. STAFF RECOMMENDATION:
Staff recommends approval of this plat subject to:
I. Dedication of an additional 15 foot R/W.
2. Show sidewalks on the plat.
3. Landscape approval by Bob Brown.
SUBDIVISION COMMITTEE REVIEW: (August 16, 1990)
The applicant was present. This matter was discussed
briefly. The two points that were indicated by the Staff
for further review were the applicant's dealing with
additional 15 foot right-of-way on Highway 10 frontage,
sidewalk placement and landscaping. Applicant agreed to
dedicate right-of-way include sidewalks and work with Bob
Brown on landscaping.

There being no further discussion on the matter, this item
was forwarded to the Commission for final resolution.
PLANNING.COMMISSION ACTION: (August 28, 1990)
Mr. Steve Warnock was present, representing this
application. The Planning Staff offered its recommendation
of approval of this PCD. The Planning Staff also added that
this site is already zoned "C-3" and applicant met most of
the Hwy 10 Overlay requirements except building setbacks and
parcel size. Mr. Jim Lawson also indicated that this
applicant proposes 6 feet high sign which is in conformance
with Hwy 10 Overlay District.
Chairman Miller asked Mr. Warnock to present his
application. He stated that he agreed with Staff
recommendations. He indicated additional landscaping which
would compensate for not meeting all Hwy 10 Overlay
requirements.
Chairman called the question. The motion passed by a vote
of 9 ayes, 0 nays, 1 absent, and 1 abstention.
