To construct a convenience store with a gasoline service
island and satellite retail space (11,000 square feet
total) and 42 parking spaces on 1.34 acres of land that is
zoned "C-1."
ORDINANCE DESIGN STANDARDS:
1. Site Location
This site is located at the intersection of an arterial
(Highway No. 5) and a collector (Otter Creek Parkway).
The property surrounding the site is primarily vacant
with the exception of an industrial use located to the
east.
2. Com atibilit with the Neighborhood
The proposed use is compatible with the surrounding
area.
3. On -Site Drives and Parking
The applicant is proposing three access drives. One
drive will serve State Highway No. 5 while the
remaining two drives will serve Otter Creek Parkway.
The proposal also contains 42 parking spaces.
4. Screenin and Buffers
The applicant has shown some landscaping and proposes
to meet City landscape requirements.
5. Analysis
Staff does not have any reservations concerning the
proposed use. The proposal meets City parking and
Ordinance requirements.

City Engineer Comments
(1) Improve State Highway No. 5 to arterial standards
to include one-half of a five -lane section;
(2) Submit an internal drainage plan to include
detention considerations;
(3) Submit a revised site plan which would align the
westernmost driveway on Otter Creek Parkway so
that its centerline will match the centerline of
the median cut.
6. Staff Recommendation
Staff recommends approval subject to the applicant
agreeing to comply with Engineering comments 1, 2, and
3.
SUBDIVISION COMMITTEE ACTION:
The applicant was pregent. The applicant agreed to comply
with staff recommendations.
PLANNING COMMISSION ACTION:
The applicant was present. The staff stated that the
applicant had submitted a revised site plan and recommended
approval as recommended by staff and as reviewed by the
Subdivision Committee. The Commission then voted 10 ayes,
0 noes and 1 abstention to approve the application as
recommended by staff.
