3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., REV. CODE § 6-41
4 (1988), AND ANY OTHER PROVISION OF THE LITTLE ROCK CODE
5 NECESSARY TO PERMIT THE LYON COLLEGE OF VETERINARY
6 MEDICINE AND KEEP OR MAINTAIN ANIMALS NECESSARY TO
7 FULFILL THE PURPOSES OF THE COLLEGE; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, as set forth in Little Rock, Ark., Resolution No. 15,914 (February 21, 2023), OneHealth
1 1 East Village Development, LLC, a limited-liability company organized under the laws of the State of
12 Arkansas("OHEV"),Heifer Project International,a non-profit corporation organized under the laws of the
13 State of Arkansas ("Heifer"), the Bill, Hillary & Chelsea Clinton Foundation, a non-profit corporation
14 organized under the laws of the State of Arkansas,formerly known as the William J. Clinton Foundation
15 and the William Jefferson Clinton Foundation ("the Clinton Foundation"), the Arkansas Symphony
16 Orchestra Society, Inc., a non-profit corporation organized under the laws of the State of Arkansas
17 ("Symphony"), and the City of Little Rock, Arkansas ("the City"), have reached consensus on how to
18 accomplish an educational opportunity through the creation and operation of the Lyon College of
19 Veterinary Medicine,and the Lyon College of Dentistry and Oral Health,within the City;and,
20 WHEREAS, the proper operation of a veterinary medicine school requires, from time to time, the
21 keeping of certain animals, including but not limited to hogs, pigs, or swine,within the corporate limits of
22 the City.
23 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. Section 6-41 of the Little Rock, Ark., Rev. Code (1988) is hereby amended to read as
26 follows:
27 Hogs prohibited.
28 It shall be unlawful to keep or maintain any hogs, pigs or swine within the corporate
29 limits of the City. This section does not apply to:
30 (1) The Little Rock Zoo;
31 (2) The Museum of Science and History,also known as the Museum of Discovery;
32 (3) The Heifer International Global Village;

1 (4) A College of Veterinary Medicine operated under the auspices of an accredited
2 college or university;
3 (5) A bona fide circus, state fair, research or educational institution comply
4 with applicable laws and regulations;
5 (6) Vietnamese Pot-Bellied Pigs.
6 (a) Vietnamese Pot-Bellied Pigs, subject to the provisions of §§ 6-
7 1 through 6-8(a)and 6-43.
8 (b) It shall be unlawful for more than one(1)Vietnamese pot-bellied pig
9 to be kept or harbored in any household or business within the
10 corporate limits of the City of Little Rock, Arkansas.
11 Section 2. Notwithstanding any other provisions of the City's Code of Ordinances, the keeping or
12 maintaining of animals at a college of veterinary medicine operated under the auspices of accredited
13 college or university shall be permitted, provided that such action is done in accordance with all state and
14 federal regulations for the keeping or maintaining of such animals.
15 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
16 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
17 adjudication shall not affect the remaining portions of the Ordinance which shall remain in full force and
18 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
19 ordinance.
20 Section 4. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
21 ordinance are hereby repealed to the extent of such inconsistency.
