NEW STREET: 0 ZONING: R-5 PROPOSED USES: Multi -family residential PLANNING DISTRICT: 15 CENSUS TRACT: 41.05 VARIANCES REQUESTED: None STATEMENT OF PROPOSAL: The applicant requests approval of a temporary building to be used as an office building to serve his apartment complex. He has erected a 14 foot by 24 foot portable building on the site for the office use, and seeks the required site plan review in order to comply with the Regulations. A. PROPOSAL/REQUEST: Approval by the Planning Commission is requested for the placement of a 14 foot by 24 foot portable building in the parking lot of the applicant's apartment building in order for him to have additional office space to serve the needs of the complex. The building has been located 5 feet off the south property line. B. EXISTING CONDITIONS: The site is the location of the Whisperwood Apartments. The portable office building was located on the site without approval of the Planning Commission. In order for the applicant to comply with the Regulations, the Site Plan review is needed. November 16, 1993 ITEM NO.: 14 Continued FILE NO.: Z -4344-A C. ENGINEERING/UTILITY COMMENTS: The City Engineering office, Water Works, and Wastewater have no objections to the request. The Fire Department approved the submittal without objection. Arkansas Power & Light and ARKLA Gas approved the submittal without comment. D. ISSUESILEGALITECHNICALIDESIGN: The building is a portable building which was placed on concrete blocks on the existing parking lot paving. The applicant needs to coordinate with the Building Codes officials to meet Code requirements for a proper footing and for proper placement of the building. E. ANALYSIS• If Building Codes approves the placement of the portable building, or if needed corrective measures are taken, then Staff has no objection to the request. F. STAFF RECOMMENDATIONS: Staff recommends approval of the request, subject to the noted requirements. SUBDIVISION COMMITTEE COMMENT: (October 28, 1993) The applicant was not present. Staff presented the request and the background of the request. After a brief discussion, the committee forwarded the item to the Commission for review. PLANNING COMMISSION ACTION: (November 16, 1993) Staff presented the item and reported that there are no unresolved issues to be addressed. The item was included on the consent agenda for approval and was approved with the vote of 8 ayes, no nays, 2 absent, no abstentions, and 1 open position. 2
