In an ongoing effort to improve communication and be good stewards of neighborhood relations, we
wanted you to hear more from us as we submit the official Site Plan Review to the City Officials as
required.
Our plan is to build a new Grounds Shop to replace the existing one located at 12th and Battery. The
relocation of our Grounds Shop will make room for another campus project being developed at the
current location. The proposed new Grounds Shop and its associated storage and parking will all be
contained on the east 912/3 feet of Lot 7, the east 912/3 feet of the south % of Lot 8, the northern % of
Lot 8, and Lots 9,10,11 and 12, Block 9 to the Centennial Addition to the City of Little Rock, Pulaski
County, Arkansas. At present this lot has no buildings on it but has been fenced and used for storage of
building supplies.
We have a staff of groundskeepers, who maintain the plants, grass, trees, and other vegetation, keeping
it all in good condition and attractive for our patients, families, visitors, staff, and neighbors. The new
Grounds Shop will be a nice design, compatible with the diverse neighborhood surroundings and provide
them a better space from which to work.

Dear Ms James:
Below is our original narrative revised to add a variance for the use of gravel and a reduction of
landscape buffer as discussed at the Site Plan Committee review for the Groundskeeper Facility in
Block 9 of Centennial Addition, running north and south between 13th Street and Daisy L. Bates on
Wolfe Street. Also note that the revision to the site plan included moving the building entrance to the
south side of the building in lieu of 13`" Street.
Other changes to the site plan are in accordance with the committee's comments and include adding
roof overhangs within the setbacks, areas for the proposed buildings, obstructed view lines are
indicated, the electric gate call box is shown and indicated to be 20" minimum from the back of the
curb, and sidewalks and curbs are indicated to be repaired as required.
The new facility includes the following work:
1. The Administrative Offices and Shop are planned to be located on the north side of the site in
a pre -manufactured steel structure of approximately 5,000 square feet. Exterior materials
may include prefinished metal siding and roof.
2. A garage structure to house tractors, maintenance vehicles, lawn mowers and trailers will be
located at the south end of the site adjacent to an existing parking lot and residence.
3. Six (6) on-site parking spaces are provided for ACH vehicles and visitors. The parking
includes one (1) required HC parking space. The parking and drive connecting Wolfe Street
and the alley is planned to receive asphalt paving. The remainder of the yard will remain
gravel to facilitate use as a lay -down area for additional landscape maintenance equipment
and temporary storage of landscape materials.
4. Two (2) above -ground fuel storage tanks approximately 200 gallons each are proposed to be
located on the alley in accordance with the requirements of the Arkansas Fire Prevention
code Chapter 22 Table 2206.2.3 Minimum Separation Requirement for Above -Ground Tanks,
which requires fuel dispensers less than 6,000 gallons to be located a minimum of 5 feet from
a building, 5 feet from any public way with 3 feet between tanks. Fuel storage tanks will
comply with all requirements for spill containment.
5. The existing chain link fence will be re -used to the maximum extent possible in its existing
location with the modifications as noted on the site plan.
6. Screening of parking, dumpsters, and mechanical equipment will be provided as required by
the City of Little Rock buffer and landscape ordinances.

7. All required landscape buffers are indicated on the site plan. ACH will claim the 25%
reduction as noted in your comments for the retention of mature trees.

The following variances are requested for the Groundskeeper Facility:

1. Reduce the setback requirement on 13th Street and the alley from 25 feet to 11 feet, which will
meet the reduced landscape buffer requirement and where Arkansas Children's Hospital is
Ln the adjacent property owner. Reduce the setback requirement on the south boundary from 25
feet to 15 feet where the adjacent property has a parking lot and one-story residence.
2. Allow paynnent of the in -lieu contribution for storm water detention. No public drainage system
is located near the site for discharge of detained storm water. Because of the existing site
grading, we have concerns that discharge through a curb cut will be concentrated and highly
erosive.
3. Allow the use of gravel in yard area. Gravel will provide a better surface for storage of
equipment such as box blades and bush hog, and temporary storage of plants and landscape
materials. We also believe the more porous material will assist in reducing and slowing storm
water run-off from the site.

Dear Ms James -
We are requesting Site Plan Review for the Groundskeeper Facility in Block 9 of Centennial Addition,
running north and south between 13th Street and Daisy L. Bates on Wolfe Street.
The new facility includes the following work:
v 1. The Administrative Offices and Shop are planned to be located on the north side of the site in
ti
a pre -manufactured steel structure of approximately 5,000 square feet. Exterior materials
or may include prefinished metal siding and roof.
2. A garage structure to house tractors, maintenance vehicles, lawn mowers and trailers will be
located at the south end of the site adjacent to an existing parking lot and residence.

0 3. Six (6) on-site parking spaces are provided for ACH vehicles and visitors. The parking
includes one (1) required HC parking space. The parking and drive connecting Wolfe Street
and the alley is planned to receive asphalt paving. The remainder of the yard will remain
gravel to facilitate use as a lay -down area for additional landscape maintenance equipment
and temporary storage of landscape materials.
4. Two (2) above -ground fuel storage tanks approximately 200 gallons each are proposed to be
located on the alley in accordance with the requirements of the Arkansas Fire Prevention
code Chapter 22 Table 2206.2.3 Minimum Separation Requirement for Above -Ground Tanks,
which requires fuel dispensers less than 6,000 gallons to be located a minimum of 5 feet from
a building, 5 feet from any public way with 3 feet between tanks. Fuel storage tanks will
comply with all requirements for spill containment.
5. The existing chain link fence will be re -used to the maximum extent possible in its existing
location with the modifications as noted on the site plan.
6. Screening of parking, dumpsters, and mechanical equipment is expected to be provided as
required by the City of Little Rock buffer and landscape ordinances.

The following variances are requested for the Groundskeeper Facility:
1. Reduce the setback requirement on 13th Street and the alley from 25 feet to 10 feet where
Arkansas Children's Hospital is the adjacent property owner. Reduce the setback requirement
on the south boundary from 25 feet to 15 feet where the adjacent property has a parking lot
and one-story residence.

2. Allow payment of the in -lieu contribution for storm water detention. No public drainage system
is located near the site for discharge of detained storm water. Because of the existing site
grading. we have concerns that discharge through a curb cut will be concentrated and highly
erosive.
