3 A RESOLUTION TO AUTHORIZE THE MAYOR TO ENTER INTO A
4 CONTRACT WITH DALE MCGINNIS FOR THE PURCHASE OF
5 APPROXIMATELY 3.19 ACRES LOCATED AT 3405 AND 3511 WEST
6 ROOSEVELT ROAD TO DEVELOP A MICRO HOME VILLAGE AND
7 EMERGENCY SHELTER; AND FOR OTHER PURPOSES.

9 WHEREAS, the City has studied numerous methods to end Homelessness; and,
10 WHEREAS, each year the Continuum of Care, the City of Little Rock staff, volunteers, non-profit
11 organizations and faith-based organization, conduct a Point-In-Time (PIT) Count, which is a count of
12 sheltered and unsheltered people experiencing homelessness on a single night; and,
13 WHEREAS,the 2021 PIT Count,there were 551 individuals unsheltered; and,
14 WHEREAS, in an effort to reduce homelessness in the City of Little Rock, staff recommends
15 purchasing two (2) continuous parcels of land, approximately 3.19 acres, located at 3405 and 3511 West
16 Roosevelt Road (Parcel 34L-292-00-002-00 & 34L-292-00-003-00) from Dale McGinnis, to develop a
17 Micro Home Village and Emergency Shelter;and,
18 WHEREAS,the property will provide a shelter with twenty(20) beds, seventy(70)non-congregated
19 units and ten(10)congregated units for Homeless individuals and families; and,
20 WHEREAS,the offering price is Two Hundred Thousand Dollars($200,000.00)with funds available
21 in the ARPA Funds Account No. 271359-G0310AR35A, Cash Code 271; and,
22 WHEREAS,the Housing&Neighborhood Programs Department requests approval for the Mayor to
23 enter into a Real Estate Purchase Contact with Dale McGinnis for the purchase of approximately 3.19 acres
24 located at 3405 and 3511 West Roosevelt Road in a form and format approved by the City Attorney.
25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1.The Board of Directors hereby adopts this resolution to authorize the Mayor to enter into a
28 Real Estate Purchase Contact with Dale McGinnis for the purchase of approximately 3.19 acres, located at
29 3405 West Roosevelt Road (Parcel 34L-292-00-002-00; Lots 1-3 Magnolia Grove Subdivision, LTS 1, 2
30 & 3 EXC S140' & EXC N5' FOR W ROOSEVELT R/W) and 3511 Roosevelt Road (Parcel 34L-292-00-
31 003-00;Lot 4 Magnolia Grove Subdivision,LT 4 EXC S 140'&EXC N5'FOR W ROOSEVELT RD R/W),
32 in a form and format approved by the City Attorney.
33 Section 2.Funding for the purchase price of Two Hundred Thousand Dollars($200,000.00)with funds
34 available in the ARPA Funds Account No. 271359-G0310AR35A,Cash Code 271.

1 Section 3.The property shall be used to develop a Micro Home Village and Emergency Shelter with a
2 minimum of twenty (20) beds, seventy (70) non-congregated units and ten (10) congregated units for
3 Homeless individuals and families.
4 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
8 resolution.
9 Section 5.Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with
10 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
