3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH FRIDAY,ELDREDGE&CLARK,LLP,IN AN
5 AMOUNT NOT TO EXCEED SEVENTY-FIVE THOUSAND DOLLARS
6 ($75,000.00), TO PROVIDE LEGAL COUNSEL TO REPRESENT THE
7 CITY BEFORE THE CIVIL SERVICE COMMISSION; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, on July 6, 2022, the City of Little Rock issued a Request for Qualifications (RFQ) for
11 Legal Representation to City Management regarding hearings of disciplinary action appeals; and,
12 WHEREAS,as a result of the RFQ,the City wishes to enter into an agreement with Friday,Eldredge
13 &Clark,LLP,to represent it before the Commission;and,
14 WHEREAS,the term of the agreement shall be for the period of one(1)-year, from January 1, 2023,
15 to December 31,2023,and may be extended six(6)additional years in accordance with the renewal clause
16 in the agreement; and,
17 WHEREAS, the annual representation shall not to exceed Seventy-Five Thousand Dollars
18 ($75,000.00).
19 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The City Manager is hereby authorized to execute a contract between the City of Little Rock
22 and Friday, Eldredge & Clark, LLP, for an amount not to exceed Seventy-Five Thousand Dollars
23 ($75,000.00) for legal services performed and billed for a one (1)-year term of January 1 2023 through
24 December 31, 2023, provided Friday, Eldredge & Clark, LLP, provides sufficient justification that is
25 satisfactory.
26 Section 2.Funding for this legal representation contract have been allocated in the 2023 departmental
27 budget account number 102701-63220.
28 Section 3.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word
29 of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication
30 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the
31 portion so declared or adjudged invalid or unconstitutional were not originally a part of the resolution.
32 Section 4. Repealer. All ordinances and resolutions are hereby repealed to the extent of such
33 inconsistency.
