STATEMENT OF PROPOSAL:
PROPOSED USES: Parking Lot
The applicant proposes to construct a parking lot on the property
to serve Arkansas Children's Hospital. A site plan review is
required by the Subdivision Regulations for the 0-2 zoning
district, so the applicant seeks approval by the Planning
Commission of the parking lot design.
A. PROPOSAL REQUEST:
Approval by the Planning Commission is requested for the
site layout and design of a parking lot for Arkansas
Children's Hospital. The applicant proposes a paved parking
lot with one access point from 11th. Street. The remainder
of the lot is to be fenced with chain link fencing material.
Compliance with the Landscaping Ordinance is proposed, and
it is proposed that five large oak trees along the north and
east sides of the site be preserved. The boundary sidewalks
will be repaired.

B. EXISTING CONDITIONS:
The site is presently vacant. The Hospital has just
completed demolition work on the remaining structures on the
site. The present zoning is 0-2, C-3, and R-4. The
Hospital sought and received 0-2 zoning on a portion of the
site several months ago, and now seeks this 0-2 zoning on
the remainder of the site. The zoning issue is being heard
as another item on this agenda.
C. ENGINEERING UTILITY COMMENTS:
The City Engineering office will require that all existing
driveways be closed and all sidewalks at the boundary of the
site be repaired.
Water Works reports no objections.
Wastewater reports that there is a sewer main located on the
property, and that it can be abandoned if it is not needed.
If it is retained, an easement: needs to be provided.
Southwestern Bell reports that there is an existing aerial
cable on the property which needs to remain. An easement
will be required.
The Fire Department requests that the landscaping islands on
the south end of the project be cut another 5 feet for
better turning room for fire equipment which might need
access to the site.
Site Plan review indicates that the Landscaping Ordinance
requires 6% of the vehicular use area to be landscaped. The
Proposed site plan is short of this requirement by 3 1/2%
(2,270 square feet). It will be necessary to either provide
the additional landscaping area or seek a waiver from the
City Beautiful Commission.
D. ISSCTES LEGAL TECHNICAL DESIGN:
There are no issues which need to be addressed.
E. ANALYSIS•
The Regulations require site plan review for uses in the 0-2
zoning district. The parking lot plan, then, is
presented
for review in compliance with this regulation. The
applicant anticipates meeting all requirements of the
utilities and the City.

F. STAFF RECOMMENDATIONS:
Staff recommends approval of the request.

Mr. Ruck, the engineer, was present. Staff outlined the request
and reviewed the discussion outline with Mr. Ruck and the
Committee members. After a brief discussion, the Committee
referred the item to the Commission for the hearing.
PLANNING COMMISSION ACTION:
(November 16, 1993)
Staff presented the item and reported that there are no
unresolved issues to be addressed. The item was included on the
consent agenda for approval and was approved with the vote of
8 ayes, no nays, 2 absent, no abstentions, and 1 open position.
