STAFF ANALYSIS
The request before the Commission is to rezone 5 lots at
Battery Street and West 12th from R-4 and C-3 to 0-2 for
Arkansas Children`s Hospital. The proposal is utilize the
entire block for parking. Within the last year, the East
112 of the block was rezoned to 0-2 and the hospital has now
acquired the remainder of the block and would like to
complete the process. 0-2 is a site plan review district
and the required site plan is on this agenda, Item No. 13.
zoning in the neighborhood is a mixture of residential and
nonresidential districts, R-3, R-4, R-5, 0-2, 0-3, C-1 and
C-3. The majority of the hospital's land is zoned 0-2. The
existing land use basically conforms to the zoning and
includes residential, office, institutional and commercial.
Arkansas Children's Hospital is a major user in the
neighborhood, and it appears that they are in an aggressive
expansion mode.
A number of years ago, the City asked Arkansas Children's
Hospital to try to rezone their facilities and ownership to
one district, 0-2, and this proposed reclassification is a
continuation of that effort. The hospital's rezonings have
cleaned up some of the existing zoning by removing
inappropriate C-3 and I-2 properties and have helped create

a more unified zoning pattern. In certain central city
neighborhoods, some of the zoning is incompatible and the
pattern is very fragmented. Because of the Arkansas
Children's Hospital and the City, the zoning is becoming
more cohesive in this immediate vicinity. There are no
unresolved issues associated with this request.
LAND USE PLAN ELEMENT
The site is in the Central City District and is recommended
for mixed office commercial. The request is in conformance
with the plan.
ENGINEERING CQMMENTS
There are none to be reported.
STAFF RECQMMENDATION
Staff recommends approval of the 0-2 rezoning request as
filed.
PLANNING COMMISSION ACTION;
(NOVEMBER 16, 1993)
The applicant was present. There were no objectors. As
part of the Consent Agenda, the Planning Commission
recommended approval of the 0-2 request. The vote was
8 ayes, 0 nays, 2 absent and 1 open position.
